Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 160th Signal Brigade in Kuwait. This is an unaccompanied position with an initial overseas tour of 1 year with possible extensions for a total of 5 years. Responsibilities Uses a variety of avenues to obtain information needed including the Acquisition Requirements Tracking System (ARTS), Army Vantage, and hardcopy contract files. Provides technical advice necessary to accomplish the mission including programs such as ARTS and Army Vantage. Manages updates to existing process maps and manpower models to maintain currency and accuracy as changes occur in missions which affect process standards, and manpower performance data for contract modifications. Answers taskers when possible and directs them to the correct division for action when additional information is required. Ensures suspense/taskers are properly logged in and coordinated to the appropriate personnel. Develops and presents briefings, reports, guidance, and correspondence. Written products include trip reports; information and decision papers and briefings; performance work statements; and frequent email traffic, both unclassified and classified. Requirements Conditions of Employment Qualifications This position is in the Professional Work Category at the Full Performance Work Level within the CES Occupational Structure. To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by Basic Requirement for Management Analyst: GG-11 Specialized and Other Experience: One year of specialized experience which includes reviewing manpower and organization policies, regulations, or directives for accuracy; advising management on organization and functional changes impacting various facets of manpower management; and assisting in directing taskers to ensure agency actions are routed and provided response to the request. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: such as Business Management, Business Administration, or other fields related to the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GG-12 Specialized and Other Experience: One year of specialized experience which includes providing guidance and technical advice necessary to accomplish the mission utilizing systems such as Acquisition Requirements Tracking System (ARTS), Army Vantage, and hardcopy contract files; analyzing manpower performance data and process standards in order to identify command needs; ensuring all taskers are answered, directed or coordinated and determine if the response answers the request; and drafting correspondence and preparing briefs and recommendations for higher level decisions. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional Information If you are a current federal career/career-conditional employee, you will be placed on an excepted appointment. The initial length of this unaccompanied overseas tour is 12 months, and may be extended in 12 month increments up to a total of 5 years. Recruitment or relocation incentive may be requested through management and may be authorized up to 25% base salary paid bi-weekly up to 4 years. Defense National Relocation Program will not be authorized. Housing will be provided for you upon arrival in country. Temporary storage of household goods costs will be paid for 1 year assignments. Domicile to duty transportation will be provided at no cost to employees, this is a taxable benefit. Shipment and storage of Privately Owned Vehicle (POV) is NOT authorized. You may be entitled to post differential and allowances in addition to your base salary. Locality pay does not apply in the overseas area. Annual pay cap limitations IAW 5CFR 550.106 and 550.203 may apply. Administrative Return Rights may be granted for the overseas tour. This position is in the Professional Work Category at the Full Performance Work Level within the CES Occupational Structure. Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250. Employees who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. Direct Deposit of Pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
