Request for Proposal (RFP) for Provision of Health Insurance (DRC Libya)

DRC is a leading, international humanitarian displacement organization, supporting refugees and internally displaced persons in 40 countries. We provide protection and life-saving humanitarian assistance. DRC was founded in Denmark in 1956, employs 9,000 staff and is supported by 7,500 volunteers in Denmark.

It is essential that in all our work we uphold the highest standard of conduct and safeguarding standards for the communities where we work, our staff, partners and other stakeholders.

DRC Libya was established in 2011, and is currently active with offices in Tripoli, Benghazi and Sebha. DRC Libya employs, at present, 150 staff in Programme Activities and Support Services in the abovementioned locations. The number of staff and dependents may vary during the policy period.

DRC seeks an insurance company to provide health insurance services to our national staff operating in Libya.

PURPOSE OF THE AGREEMENT

As part of employee’s benefits, DRC is offering health insurance to its Libyan national employees and dependents to protect and support their health and wellbeing. Dependents include spouse and children under 18 years of age.

KEY RESPONSABILITIES

General medical insurance, which includes, but is not limited to, outpatient treatment services, a medical reimbursement program, dental insurance, optical insurance, and other available services

  • Coverage of hospital and transportation costs
  • Coverage for Covid-19 related costs
  • Maternity coverage
  • Insurance for full or partial disability
  • Death insurance
  • Psychosocial support
  • All proposed plan options should include coverage for staff and dependents
  • The Supplier should have a country-wide network of coverage including hospital linkages, customer service and care across Tripoli, Benghazi and Sebha.
  • Responsive and efficient customer service.

QUALIFICATIONS AND EXPERIENCE

  • Experience working with INGOs.
  • Excellent communication skills in English and Arabic.
  • Ability to build strong working relations with the organization.
  • Discretion in handling confidential matters.
  • Excellent ability to anticipate contextual issues that may affect service/coverage.
  • Proactive approach to problem solving.
  • Ability to produce clear and concise documentation, reports, invoices etc upon request.
  • Ability to provide employees with training about reimbursement process, claim systems and benefits.
