Blumont has long-term programs based in Iraq, as well as emergency response programs supporting Syrian refugees.

 

Scope of work

This is key position with five main functions and roles that requires expertise in Cost Point financial management system utilized by Blumont:

1. Oversee, lead and ensure proper allocation and recording of BHA transactions including those for all sub-offices in Iraq and Syria;  

2. Lead and manage payroll for all BHA projects;

3. Lead and manage bi-weekly and monthly closing activities for all BHA projects ensuring proper reconciliations are completed for income statement and balance sheet accounts;

5.  Coordinate all draft responses to internal and external auditors based on source documentation and recorded Cost Point transactions.    

 

Job Function/ Description:

 

  • Lead and ensure all transactions are properly recorded and reconciled within Blumont’s financial management system, Cost Point, for all income statement and balance sheet accounts.
  • Lead, coordinate, complete and report monthly payroll for BHA individuals, including employees, contractors, temporary staff, drivers, daily workers, and volunteers in both Iraq and Syria ensuring properly allocation to specific projects as well as the proper accrual for all leave and severance.  Ensure all payroll accounts are reviewed and reconciled prior to posting transactions in Cost Point. 
  • Oversee and ensure the complete and accurate review and allocation project code for each staff with approved timesheet.
  • Coordination lead weekly and monthly closing process for BHA
  • Coordination with Sr. Finance Manager and provide required documentation to HQ to facilitate direct HQ wire transfer payments to Hawalas and vendors ensuring all necessary Cost Point transfer accounts and zero AP vouchers are completed for these types of transactions.  Ensure monthly reconciliation of all transfer accounts with HQ AP department.
  • In coordination with Blumont HQ, reconcile staff advances on monthly base, including Expat salary in the field advance.
  • Prepare  monthly BHA program reports (RCR, BVA reports, etc) to be reviewed by Deputy DFA /DFA and submitted to program staff ensuring any necessary adjustments are made on monthly basis.
  • Participate in monthly program review meeting for projects, and submit analysis for variances when its needed
  • Coordinate and communicate regularly with program and procurement departments on commitments, obligations and payment pipeline including open A/P, payments made and in process and closed purchase requisitions.
  • Coordinate closely with procurement department to ensure purchase orders and contracts do not exceed obligated amounts based on actual payments made and in the pipeline.
  • Overseas sub office finance activity, including, but not limited, mentoring, training, review transaction.
  • Manage sub office fund request and cash needs, on weekly base.
  • Oversee the reconciliation of sub offices petty cash accounts.
  • Communicate, track and lead all Hawala delivery orders and payment processes.
  • Periodically review program spending and financial compliance with the Sr. FM and DDFA;
  • Oversee purchases/procurement for office-related supplies and materials;
  • Ensure open A/P are paid and cleared on timely manner with weekly reconciliation reports  submitted to senior management.
  • Monthly and weekly Petty Cash and Bank Reconciliations
  • Analyze accounts and record journal entries as required 
  • Assist Finance Department with any research, mentoring and training
  • Perform other duties as assigned by the supervisor

 

Required Education & Experience and Skills:

  • Significant professional working experience (at least three years) and expertise in Cost Point financial management system software.
  •  University degree in business Administration-Accounting. CPA or Master’s degree  preferred or in process. 
  • Minimum Five years of demonstrated related financial and accounting experience, with at least three years’ experience with an international NGO implementing U.S. funded projects
  • Demonstrated working knowledge of applicable international and U.S. funded cost principals, rules and regulations.
  • Significant experience (at least three years) and expertise in processing, recording and tracking monthly payroll under U.S. funded projects.
  • Significant demonstrated experience with training and capacity-building of staff, especially with Cost Point Financial management system software. 
  • Significant demonstrated knowledge and expertise in managing an accounts payable team
  • Advanced skills in Microsoft software applications, especially Excel
  • Significant knowledge of budget management and financial contract management
  • Willingness to work outside of normal business hours including weekends and holidays, especially during month end financial close.
  • Excellent attention to detail and accuracy
  • Proficiency in written and spoken English, Arabic, and Kurdish languages
  • Excellent written and oral communication skills including interpersonal and collaborative skills using multiple languages:  English, Kurdish and Arabic.
  • Self-motivated, team player comfortable dealing with all levels of management 
  • Ability to multi-task and thrive in a fast-paced environment
