Background

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 6.1 million people are internally displaced and 13.1 million are in need of humanitarian assistance, with three million in hard-to-reach areas. There are 5.4 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis. With an annual regional portfolio of $90 million within a rapidly expanding portfolio, supported by more than 3000 staff and workers in the region, IRC is undertaking programs in Syria and the neighboring countries of Iraq, Lebanon and Jordan.  Inside Syria, the IRC is specifically focused on health, cash assistance, education, child protection, women’s protection and empowerment, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

Position Overview

The Logistics Assistant is responsible for managing IRC Syria program assets & properties, including receipt, storage and dispatch of Syria program assets & equipment. He/she will also provide support to in warehouse and fleet management.

Direct report to: Supply Chain Officer

Indirect report: Logistics officer

 

Responsibilities

المسؤوليات:

إدارة المستودعات والأصول:

العمل على توثيق الامور المتعلقة باستلام و تسليم  المخازين و رفع التقارير الخاصة بالمستودعات.

متابعة  جهوزية المستودعات ومعداتها والأمور المتعلقة  و ملائمتها .

تقديم الآراء والنصائح  لمسؤول  سلسلة  التوريد و الإمداد حول القضايا المتعلقة بالمستودعات وتحسينها.

تحديث السجلات  لكل عمليات الإدخال و الإخراج  من و  إلى المستودعات.

 

مراقبة سلامة المخزون والمواد المستهلكة.

التأكد من استكمال كافة الأوراق المتعلقة بطلبات الإخراج  من المستودعات و تجهيز المواد الخاصة بهذه الطلبات.

التأكد من أن المواد أو المعدات  مطابقة للمواد المطلوبة في  طلب التخريج أو فاتورة الشحن او أي وثائق أخرى.

العمل مع مسؤول سلسلة  التوريد و الإمداد لمطابقة السجلات وتحديثها بشكل شهري.

تحديث السجل الخاص بكل مادة من المخزون  و قواعد البيانات بشكل منتظم.

القيام بتدقيق دوري  للقوائم و ارسال تقارير دورية  إلى مسؤول سلسلة التوريد و الإمداد.

التأكد من الإدارة المناسبة للسجلات وتحديثها ودقتها.

إدارة و عدّ كل البنود أو المواد الداخلة و الخارجة  عن طريق استخدام تفاصيل دقيقة و وافية.

إنشاء وثائق محاضر إتلاف للأصول  التالفة  بما يتوافق مع سياسة  لجنة الإنقاذ الدولية والداعمين.

إدارة المستودعات  والتأكد من النظافة المستودع والمواد المخزنة منذ زمن  و المسؤولية عن فتح و إغلاق المستودعات

(1) Warehousing, Assets & Property Management

  • Manage and document the receipt, handling, storage, release and reporting of goods through the warehouse(s).
  • Ensure the maintenance of warehouse(s), fittings and equipment.
  • Advise the Supply Chain Officer of warehouse-specific issues or improvements
  • Maintain the warehouses activity book recording all outgoing and incoming receipts and activities.
  • Monitor security of IRC’s storage and supplies.
  • Receive completed warehouse’s request forms and prepare the goods for issuance.
  • Ensure goods, equipment are signed for received on the request form (office expendables) or waybill (all other items).
  • On a monthly basis, work with the Supply Chain Officer to reconcile the Warehouse register.
  • Update the stock record cards and Database regularly.
  • Conduct routine inventory inspection and submit timely reports to the Supply Chain Officer
  • Ensure that there is proper record management of the warehouse and the records are accurate and update.
  • Correctly manage and account for all incoming and outgoing stock by using well maintained and detailed
  • Conduct the disposal process for all damaged assets in compliance with IRC and donor regulations documentation.
  • Warehouse management, ensure cleanness, orderly storage of items, custodian of the warehouses keys.
  • Prepare a monthly report for assets and the expendables Warehouse outlining all stock movements remaining balances, maintain prologs and registers.
  • Maintain asset and warehouse records; ensure regular updates including details of the Asset, transferred, asset repaired, Asset breakdowns etc.

(2) Transportation

  • Work with the Supply Chain officer to design a suitably staffed and equipped transport function to support the IRC’s vehicle operations and policies.
  • Implement and direct IRC standard Vehicle policies and procedures, with particular attention to safety and security issues.
  • Manage the contracts of the IRC hired vehicles
  • Support in managing the vehicle pool (if applicable).
  • Develop weekly movement plans and vehicle schedules.
  • Inspect and record condition of vehicles, by maintaining daily checklists file and ensuring that Vehicles log books are accurately filled
  • Collate data and contribute to preparation of accurate and timely reporting on IRC contracted vehicles
  • Work with the Supply Chain Officer to ensure that vehicles are prepared for routine and emergency security requirements.

 

Qualifications

 

  • Hold a degree or diploma in Procurement and Supply Chain Management or equivalent.
  • Knowledge of generic warehouse management systems
  • Work Experience: Minimum of 1-3 years warehouse or logistics experience preferably with an INGO.
  • Competent in spoken and written English.
  • Good analytical skills.
  • Competent use of Microsoft Office applications
  • Able to work under pressure, able to multitask and able to work in a multinational environment. 
  • Team spirit and problem solving abilities.

  • مستوى مناسب للغة الإنكليزية  محادثة و كتابة.
  • مهارات تحليلية جيدة.
  • مستوى مناسب لاستخدام  برامج ميكروسوفت اوفيس.
  • القدرة على تحمل ضغط العمل وتنفيذ المهام المتعددة  و العمل في بيئات عمل متعددة.
  • التحلي بروح الفريق والقدرة على حل المشكلات.
