Chemonics seeks a protection specialist for the Manahel Programme. Manahel Programme is funded by the Department for International Development (DFID) and implemented by ISD, in Turkey. The goal of the program is to provide access to safe, inclusive, and quality learning opportunities to children. The protection specialist will be part of the ISD team who will develop, design, and plan ISD’s integrated interventions to enhance child protection and safeguarding for all children. S/he will identify, develop, and monitor implementation of ISD’s child protection, safeguarding and safe programming training modules to strengthen the protection of learners, teachers, and other education personnel. The protection specialist will work closely with the Program team to ensure the integration and streamlining of child protection principles and child protection minimum standards as part of the program education quality interventions. Responsibilities include:


  • Manage protection team for accountable and effective implementation of assigned protection and safeguarding activities on a day-to-day
  • Support effective implementation of activities to contractual obligations, including all partner/ donor policy, procedures, rules and regulations
  • Ensure activities are in line with community and beneficiary needs and project activities are implemented to a high quality based upon related standards (e.g., Sphere, Child Protection Minimum Standards CPMS, International Mine Action Standards IMAS Core Humanitarian Standards, etc.)
  • Identify and address the training needs of staff and stakeholders in Manahel program in relation to keeping children safe
  • Coordinate technical protection and safeguarding capacity building for partners and mobilise different project staff, partners, volunteers and other stakeholders to undergo regular training in Child protection and Safeguarding through formal and informal refresher sessions, discussion of case studies, quizzes etc.
  • Train and support the Downstream partners protection and child safeguarding technical focal points, field team leads and supporting functions in the fulfilment of their respective child protection and child safeguarding responsibilities
  • Develop and prepare materials for all Child Protection and Safeguarding related trainings
  • Ensuring proper project documentation and compilation of project data
  • Maintaining proper communication with the partners and local authorities
  • Sharing information and reporting to the Protection manager and Program advisor
  • Ensure risks are appropriately managed and reported to risk team, including financial, safety and security, safeguarding, programmatic and reputational
  • Ensure all internal and external narrative and financial reports (weekly, monthly, interim and final) are submitted within agreed timeframes to the relevant stakeholders
  • Coach, mentor and train protection and partner staff as it relates to child safeguarding and protection
  • Coordinate closely with the programme advisor on the project implementation progress
  • Work closely with other departments on all issues related to assigned activities

Qualifications:

  • Bachelor’s degree in a relevant field is required
  • At least 5 years of progressively responsible experience working in child protection, including developing and implementing psychosocial training and plans
  • Strong understanding of best practices of inclusive education for vulnerable children and children with disabilities
  • Experience mentoring and providing technical oversight to staff preferred
  • Strong understanding about the context, conflict and security situation in Syria, previous experience in Syria strongly preferred
  • Experience working with different levels of stakeholders; local actors, local and International NGOs
  • Knowledge of the political humanitarian and education sector dynamics within the Syrian context.
  • Team player with strong communication and writing skills
  • Demonstrated leadership, versatility, and integrity
  • Professional proficiency speaking, reading, and writing English and Arabic required
  • Turkish nationality is required
