Humanitarian Assistance MEAL Consultant

Global Communities, formerly CHF International, is an international non-profit organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihoods of the vulnerable.

Global Communities seeks an experienced Monitoring, Evaluation, Accountability and Learning (MEAL) Consultant to provide guidance documents and SOPs, deliver staff training and facilitiate lessons learned discussions, support humanitarian business development efforts, and adapt and refine Global Communities’ proposed MEAL plan among other intiatives. The consultantwill report to the Senior Director of Humanitarian Business Development and Innovation.

We anticipate that the length of the assignment to be 6 months.

Location of Assignment: Telework Consultancy.

The Consultant will perform the following:

1. Develop guidance documents and SOPs.
o Develop guidance for minimum standards for data disaggregation of data collected through M&E processes and Feedback Mechanisms (FBM); deliver training to M&E Managers and FBM staff on these standards.
o Develop sector-specific post-distribution monitoring (PDM) guidance that ensures adequate mainstreaming of protection concerns into PDM processes.
o Develop a standard Operating Procedure (SOP) for Data Quality Analysis (DQA) and review by humanitarian MEAL staff. The SOP should detail types of data collected, by which team/department, and establish minimum data quality standards, and processes for MEAL staff to review and accept data, to further support data integrity.
o Develop a framework for program quality monitoring, to be pilot-tested in Syria.

2. Deliver staff training and facilitate lessons learned discussions.
o Lead the design and facilitation of two lessons learned workshops for priority humanitarian programs (one for Syria programs and one for Yemen programs), in order to inform humanitarian business development efforts. Each workshop will result in a summary of key learnings to be addressed and incorporated in follow-on proposals and corresponding programming.
o Develop and deliver training to field teams across four country offices on PDM processes.
o Facilitate cross-program and cross-portfolio information sharing and exchanges (approximately two sessions) on current practices and lessons learned to inform the development of the DQA SOP.
o Develop and deliver training to field teams across four country offices on DQA processes.
o Develop and deliver training to Syria field team on program quality monitoring framework.

3. Evaluate and Revise the GBV M&E Toolkit developed in Turkey/Syria.
o Convene discussions on toolkit use and lessons learned with Syrian implementing partners.
o Revise the toolkit as required based on input gathered through discussions.

4. Support humanitarian business development efforts.
o Complete the development of MEAL plans, including developing Performance Indicator Reference Sheets (PIRS) for custom outcome indicators, Theories of Change, and Learning Agendas, for four donor proposals, as prioritized and identified by the Director of Humanitarian Business Development and Operations.

5. Adapt and refine GC’s proposed MEAL plan and corresponding tools for a recently-awarded disaster response program in Honduras; review MEAL-related donor deliverables for the program including final MEAL plan and baseline survey.

6. Participate in two review meetings with GC MEAL Task Force, to provide technical guidance on methodology, feedback on deliverables, and prioritize recommendations to be actionized

The Consultant will be responsible for delivering the following:

1. Guidance/minimum standards for data disaggregation in M&E and FBM functions.
2. Revised GBV M&E Toolkit.
3. Completed MEAL annexes for four proposals.
4. Agendas and notes from two lessons learned workshops.
5. Consolidated PDM tools and associated guidance.
6. DQA guidance/minimum standards.
7. Training materials and training summaries from eight trainings delivered to field offices on PDM tools and DQA processes.
8. Program quality monitoring framework.
9. Final MEAL deliverables for donor submission for GC’s Honduras emergency response program.

• Demonstrated understanding of MEAL approaches in humanitarian programming and/or complex, conflict-affected environments
• Prior experience developing and analyzing MEAL tools for humanitarian programming
• Excellent oral and written communication skills, coordination skills, analytic skills, and interpersonal skills
• Demonstrated ability to work independently in an effective manner
• Fluency in English
• Previous experience in MEAL research and analysis required.
• Prior experience with Global Communities and understanding of the organization’s humanitarian MEAL systems strongly preferred.

The Consultant should have:

• A Masters’ Degree or Bachelor’s degree in international affairs, social science, or a related field preferred
• At least 8-10 years of progressively responsible experience in the humanitarian, development, or transition field with a focus on MEAL.
• At least 3-5 years of experience in overseeing or implementing remote management/monitoring approaches in conflict-affected environments
• Equivalent combination of education and experience
