Specific responsibilities
- Project Design: Develop tools and templates to facilitate field infrastructure assessments. Facilitate assessments to identify potential infra projects in coordination with local stakeholders and AMAL infrastructure teams. Conduct feasibility assessments and support Go/No Go decisions for new infrastructure projects.
- Quality assurance: Conduct site monitoring and inspection visits to infrastructure sites during and after the construction. Review project completion documents and provide quality assurance to infrastructure advisor and project managers. Review AO design documents to ensure technical quality and standards.
- Capacity building: Identify capacity gaps and training needs for field engineers. Design and conduct capacity building programs for field infrastructure teams.
- Support field implementation: Support the implementation of infrastructure projects at area level with technical backstopping.
- Coordination: Lead and facilitate coordination meetings with line ministries and departments at national and governorate level to ensure infra projects are aligned to national strategies.
- Program development: Analysis on infrastructure needs and gaps across NRC operating areas. Lead field technical assessments for infrastructure projects and contribute to develop high quality proposals for donors.
- Donor compliance: ensure donor rules and regulations are followed, in particular under the ESMF for construction projects, and all necessary documentation is uploaded in the SSD drive. Ensure Environmental and Social standards are met and adhered to. Ensure project teams and contractors are following the health and safety planning through site monitoring.
- Responsible for the quality of the program: Lead/support where required on the development of technical project documents, provide quality checks and sign-off, monitor implementation according to required quality and standards.
- Represent NRC in external meetings as needed, primarily with DoWR, MoWR, DoA, MoA and any governorate level coordination mechanisms for infrastructure.
- Cooperate closely with counterparts from other NRC core competencies to identify opportunities for integration/synergy of NRC services alongside infrastructure.
- Apply NRC Community Engagement Approach and hold staff to account
- Provide regular progress reports to Infrastructure Advisor.
- Support project teams in project kick-off meetings, contract management and monitoring.
- Liaise with relevant government bodies, directorates and ministries as required, for adherence to national standards and coordination with government counterparts.
Generic professional competencies for this position:
- Minimum 3 – 5 years of experience working on infrastructure project implementation position in recovery/development/private sector context.
- Development of infrastructure BoQs, drawings and designs
- Documented results related to the position’s responsibilities.
- University degree (BSc or MA) relevant to the assignment (Engineering or architectural degree). Significant work experience will be considered as a substitute for formal education.
- Previous experience working in complex and volatile environments
- Familiar with the line management of staff and work plan coordination
- IT competencies including MS Office, AutoCAD, Civil 3D and design software
- Fluency in English and Arabic both verbal and written
Context related skills; knowledge and experience
- Professional experience in using AutoCAD, Civil 3D and design software
- Experience with reconstruction and rehabilitation
- Experience in capacity building and training
- Experience with community-based projects/activities
- Experience working with vulnerable groups; able to demonstrate conflict-sensitivity, compassion, discretion
- Skills in monitoring and evaluation would be beneficial.
- Experience with multi-sectoral and integrated programming
- Experience with early recovery /reconstruction projects is an asset.
