Job Function/ Description:

 

This role provides office backstop support to major USG-funded Bureau of Humanitarian Assistance (BHA) programs with large budget value operating in Northeast Syria. The Program Officer will:

 

  • Coordinate with program field team members to support program activity implementation.
  • Provide technical support in writing documents including reports, memos, and e-mails.
  • Understand USG donor policies, rules and regulations, as well as those internal to Blumont, and ensure they are adhered to throughout implementation.
  • Provide operational support in the areas of finance, procurement, logistics and HR.
  • Update program procurement plans and collaborate with procurement throughout the solicitation/selection process to address issues (Preparing ITB, Tender Planner, Technical Evaluation, Sample Checking, Completion Report, Vendor Evaluation Form).
  • Monitor program contract progress, schedule, cost, and where deviations occur, provide advance notice to program managers to take appropriate action.   
  • Facilitate program payments by gathering payment files, reviewing and ensuring their completeness, and following up with other departments until cleared.
  • Contribute to budget review process including reviewing expenditures, commitments, and updating projections.
  • Understand program requirements and provide guidance to field staff as requested.
  • Draft reports or inputs as requested by management to facilitate decision making processes.
  • Coordinate with other Blumont staff through regular meetings.
  • Updating Program’s payment and procurement trackers and reporting them to supervisor.
  • Preparing bill of quantities and purchase requests (PRs) as needed and requested by field team and/or management.
  • Following up field work with the program team in Syria.

Required Education & Experience and Skills:

 

  • Bachelor’s degree in related field
  • 2 years of relevant experience in humanitarian programs, food security experience desirable.
  • Demonstrated ability to remotely manage teams 
  • Strong oral and written communication skills
  • Computer literate with abilities in Microsoft Office.
  • Self-starter who works well without supervision.
  • Excellent abilities in English , Kurdish and Arabic.
