Context/Reporting line:

Under the general guidance of the Senior Operations Coordinator, the overall supervision of the Infrastructure

Coordinator and the Senior Quality Assurance/Quality Control Engineer, the administrative supervision of the

Head of Sub Office (HoSO) and the direct supervision of the Team Leader, the incumbent will perform the

following duties:

Core Functions / Responsibilities

1. Manage all activities of debris removal program and crusher site operation.

2. Follow up closely with the crusher operator to make sure all the arrangement and to provide all necessary

operation facilities such as water, electricity, and other services as required.

3. Operate site with optimum efficiency to recycle materials.

4. Maintain required quality, arrange testing if required with construction manager for quality controlling

and maintain their records.

5. Input necessary report to MIS and maintain other reports as requested by construction manager.

In addition to the above responsibilities, support the team with bellow activities when required.

6. Conduct survey to identify damaged homes (CAT 1 – 4) and expected quantities of debris within

communities; prepare Bill of Quantities for demolition, debris removal, site preparation and other all

related activities in the program.

7. Establish and maintain debris recycling programmes that includes: a dumping area for all recyclable

debris; operation and maintenance of a large-scale concrete crusher; systematic testing of quality of

crushed debris; and, recommended repurposing of recycled debris – all in coordination with local

authorities.

8. Contribute to the development of shelter-related programmes, including standardized BOQs for shelter

rehabilitation or home reconstruction, Standard Operating Procedures (SOPs) for different

implementation structures, training of staff and sensitization of beneficiaries.

9. Monitor the implementation of BOQs by contractors or homeowners for both shelter related

interventions and debris removal activities.

10. Identify key stakeholders such as demining partners, government authorities who authorize activities

and coordinate with all relevant actors.

11. Conduct joint field visits to assess the needs of the target communities (IDPs, returnees and host

community residents). In addition, conduct an analysis of existing and planned natural and human

resources in the targeted communities that may impact on proposed activities.

12. Assess risk related to work, give training and educate staff, contractors and communities for a safer

work environment and adopt necessary standards and safety practices for the work.

13. Assess and identify the environmental and social impact of the projects and propose mitigation actions.

14. Identify and mobilize skilled workers from the local community or governorate in consultation with

the project team in the targeted governorate.

15. Assess risk related to work, give training and educate workers, contractors and communities for a

safer work environment and adopt necessary standards and safety practices for the work.

16. Identify and mobilize non-skilled workers in the local community in coordination with IOM team and

community structures, remaining available to assist in the implementation of Cash for Work activities

that are associated with IOM shelter activities / infrastructure projects.

17. Prepare a community plan in coordination with Community Management Team and representatives

from relevant governmental entities.

18. Perform other duties assigned by superiors.

Qualifications & Preferred Skills

Education:

Bachelor’s degree in Civil engineering from an academic accredit university or institute.

Experience and Skills:

Civil engineering with 3 years of work experience in related field, preferably with shelter programmes

implemented by United Nations or NGO.

Experience working for the United Nations, an official mission, non-governmental organization, or

relevant government department a distinct advantage.

Good experience in building structure design with AutoCAD.

Good experience in preparing BOQ and estimation, cost for new construction and rehabilitation

projects.

Good experience in preparing estimation cost for demolition projects.

Good experience in CFW and debris removal activities.

Good communication and coordination skill with demining sectors.

Good experience at the safety of projects within required standards.

Ability to draft clearly and concisely.

Demonstrated gender awareness and gender sensitivity.

Ability to work effectively and harmoniously with colleagues from varied cultures and professional

backgrounds.

Ability to work under pressure.

Personal commitment, efficiency, flexibility and drive for results.

Proficiency in office applications, including Word and Excel, internet explorer.

Languages:

Fluency in English and Arabic is required.
