OBJECTIVES OF THE PROGRAMME
The Division of the Regional Director (RDD) provides the visionary leadership and, together with BOS, supports the Country Offices and all the other Divisions in the efficient delivery of the EPW through agile transformation and implementing WHO Value Charter. RDD has the overall responsibility for the planning, execution and evaluation of WHO programmes at the regional and country levels and in strengthening the alignment and joint work across the three levels of the organization. It is the safeguard of the WHO Values Charter. It encompasses the enabling functions of resource mobilization and alliances, external relations and communications, and support to governing bodies of the European Region, in addition to organization development, staff development and learning, and transformation. It also specifically includes the representative function of WHO with the institutions of the European Union., the EURO Ombudsman who reports directly and independently to the Regional Director, and the committee on staff health and wellbeing.
The Resource Mobilization and Alliances (RMA) unit will advise the Regional Office on its external strategy for relations and cooperation with key health and resource partners, including leading and coordinating EURO resource mobilization and develops EPW investment cases. It forges and maintains strategic alliances for delivery of EPW, GPW and the SDGs; leads the EPW/Health issue-based coalition; initiates and convenes the UN agencies around health initiatives and work streams; establishes, maintains and strengthens working relations with the partners (including non-state actors and private sector entities) through regular meetings, discussions and agreements. The coordination function for WHO collaborating centres will be housed here. The unit will be required to work closely with the WHO Representation to the EU located in Brussels and works closely with all technical units, WHO Country Offices and staff in WHO HQ and other regions.
The WHO/Europe enabling functions hub in Istanbul provides support to WHO Country Offices in the areas of resource Mobilization and Alliances and Communications. The hub also ensures close coordination with the other regional hubs and offices of UN agencies and other partners, in particular those located in Istanbul, and leads the work on the Issue-based coalition on health and well-being on behalf of WHO Europe.
DESCRIPTION OF DUTIES
To provide support to WHO Country Offices in the Caucasus and in Central Asia (i.e. Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan), including through in-country presence, to increase the level of funding at country level supporting the implementation of the GPW13 and of the European Programme of Work (EPW) and identifying new funding opportunities from resource partners in the sub-region and from Development Banks.
Key duties:
1. Provide advice and technical support to selected WHO Country Offices to design and implement their national resource mobilization plans and activities (stakeholder mapping, engagement tactics, etc), frequently travelling to supported countries to assist WHO Country Offices and take part in interactions with relevant partners.
2. Based on input from relevant technical divisions, provide technical support to WHO Country Offices on drafting funding proposals and agreements, take part in negotiations when relevant, collect relevant results and support the drafting of reports.
3. Support selected WHO Country Offices in reporting results and impact of activities supported by resource partners (as per contractual requirements) and ensure adequate visibility is given to the achieved results through appropriate communication means and channels.
4. Liaise with the Regional Office to secure the required clearance, including legal and financial clearances for proposals and donor agreements before signature.
5. Liaise with existing and potential resource partners in the sub-region – with a focus on (re) emerging resource partners from the sub-region – to identify new WHO funding opportunities. Contribute to the organization of relevant events to ensure relations with these partners are reinforced.
6. Act as WHO/Europe RMA focal point on development banks. In this context, monitor funding opportunities from these resource partner categories and ensure WHO Country offices are informed and equipped to apply to relevant funding opportunities.
7. In coordination with the Communication team at regional and country levels, ensure adequate visibility is granted to resource partners’ supported activities in Caucasus and Central Asia.
8. Contribute to the preparation of briefing notes, etc for WHO/Europe’s Executive Council (ECO) and WHO/Europe Regional Director (RD) related to relevant issues within the area of responsibilities.
9. Perform other related duties as assigned.
REQUIRED QUALIFICATIONS
Education
Essential: University degree (Bachelor’s level) in Social Sciences, International Relations, Political Sciences, Development Studies, Economics or Public Health from an accredited/recognized institution.
Desirable: University degree (Master’s level) in any of the above fields. Diploma/certificate/training in resource mobilization, partnership building, humanitarian work, donor intelligence and/or project management.
Experience
Essential: At least 5 years of professional experience at national and/or international level, in resource mobilization, external/donor relations or project/programme management, preferably from development/international cooperation bilateral/multilateral ministries/agencies or global health initiatives.
Desirable: Experience writing funding proposals/grant applications, project/programme documents. Relevant experience working with(in) WHO, the United Nations or other, other UN agencies and/or intergovernmental organizations active in the health sector.
Skills
Demonstrated knowledge of epidemiological methods and analysis.Demonstrated knowledge of WHO work and policies in the areas of public health, health systems or health promotion. Proven ability to work in a complex international environment,Emotional intelligence: Ability to identify and manage one’s own emotions, as well as helping others to do the same.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1248 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
