GLOBAL OBJECTIVE OF THE POSITION:
Based in Kirkuk, under the line management of the Project Manager Armed Violence Reduction (PM AVR), Project Officer Referral (RPO) contributes to the implementation of the mandate and HI strategy in Iraq. He/she is in charge of dedicated tasks and supporting the PM AVR in implementation of the project under his responsibility. He/she ensures optimal quality and impact of the implemented activities.
RESPONSABILITIES AND TASKS DECRIPTION:
RPO will be responsible for overall implementation of activities under the project aiming to improve security of the communities and individuals impacted by EO are and increased their safety, by providing lifesaving risk education and clear contaminated land as well as support conflict affected communities to influence duty bearers about issues that matter to them in promoting change. In particular, with the support of technical unit and PM, activities will include: (1)facilitating workshops for DMA on collecting and analyzing VA data as well as (2)workshops promoting importance of VA data collection to support the capacities of government departments and ministries to plan and respond to the needs of victim; (3)support the trainings of humanitarian mine action (HMA) operators on VA data collection; strengthening referral pathways by (4)identification of relevant services for direct victims, family members and communities through conducting one mapping of services for victims identified through community liaison, land release and EORE activities; (5)ensuring all actors are aware how to identify needs and refer to available services; (6)updating existing web app showing services available in Kirkuk; (7)deliver community awareness activities to promote access and information about specialized services as well as usage of the web app, through multiple channels social media and direct activities.
The position will include extensive collaboration with: Technical Unit team especially Risk Education Technical Coordinator; Project Manager Victims Assistance (PM VA), Project Officer Risk Education (RE PO), Risk Education Agents, Community Liaison Officers, Case Management Officer, Technical Field managers; MEAL team, and Support Services officers.
- Management
- Line-manages the project’s team members
- Sets individual objectives, evaluates individual performance, contributes towards the professional & career development of his/her team members, monitors competences
- Organises and leads regular team meetings
- Manages the recruitment and selection of new team members
- Ensures strict application and respect of the programme’s Internal Regulations by the project team.
- Implementation & monitoring
- Organize, coordinate and support project activities, under the supervision of the PM AVR with the support of Technical Unit
- Contributes to the planning of activities and establishes action plans for tasks allocated to her/him and team under her/his management
- Ensures that activities are implemented in line with the project proposal and the allocated budget
- Ensures that activities are implemented according to internal quality and technical standards and, if necessary, proposes adjustment or improvements to help meet objectives
- Supports effective implementation and follow up of institutional policies (PSEA, mandatory cross-cutting approaches, etc.) on his/her project
- Collaborates with relevant internal services, especially logistics, RH, finance and technical resources
- Contributes to project data management
- Ensures collection of required data (statistics, field activity reports, etc.) and archiving
- Contributes to project reporting
- Monitors through field visits and in coordination with HI Security and Liaison Officer, areas of intervention, target population, methodology of intervention and suggest operational strategy and potential adaptations in coordination with the PM AVR
- Provides a qualitative and quantitative report on a weekly and a monthly basis as requested by PM AVR
- Ensures reporting is conducted accurately, with attention to detail on the content, and excellent professional writing standards to ensure accountability measures are upheld
- Contributes to evaluation and capitalisation
- Supports PM AVR in planning project evaluations
- Contributes to project capitalisation and learning from experience material
- External communication
- Create and maintain a network of contacts related to project activities and necessary for project implementation
- Coordinates, on regular basis, with the different stakeholders (local organisations, international organisations, authorities, Community-Based Organizations, local stakeholders, DMA etc.) to ensure strengthening of referral pathways
- Provides information about the project to the partners, authorities and stakeholders when relevant Attend relevant Working Group meetings in Kirkuk and other locations if needed
- Other tasks
- As requested, contributes to the drafting of new proposals for new opportunities
Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.

TIME SCHEDULE
The working hours are the following:
Sunday until Thursday, from 8.00 AM to 4.30 PM with 30 minutes lunch break. The work duration is fixed but the working hours can vary according to the planning of activities.
It can be exceptionally requested to work on Friday or Saturday. In that case a day off is planned between Sunday and Thursday during the previous or following week.
Note that working time can go up to 48 hours per week if it is required by the volume of activities and by the line manager. In that case the overtime will be considered as recovery time to be planned by the line manager in the next days.

Qualifications & Preferred Skills
REQUIRED PROFILE
Knowledge
- A Bachelor degree in Social Sciences, International Relations, Humanitarian Project Management, International Development or similar fields required. A Master’s degree in any of these fields is a strong asset.
- At least 2 years of experience in the similar position of project in the field of (and/or): protection, victim assistance, and/or as Referral Focal Point, Case management, community liaison
- At least 3 years of experience in the technical field of the project (protection/Victim Assistance).
- Proven managerial experience
- Proven experience in training and workshop facilitation
Preferred
- Background in either protection, case management, victim assistance, community liaison
- Previous experience with recovery and development projects is a strong asset
- Previous experience with HI is an asset
Know-how (practices) & Interpersonal skills (attitudes)
- Computer literacy in Microsoft Office (Word, Excel, PowerPoint and Outlook).
- Excellent oral and written communication skills in English & Arabic is essential
- Excellent interpersonal and communication skills.
- Strong organizational and analytical skills.
- Ability to work independently and as a team member.
