BACKGROUND
People in Need (PIN) is an international, non-profit organization providing humanitarian and development assistance in over 20 countries worldwide. Formed in 1992 in the Czech Republic, PIN has grown to be the biggest organisation of its kind in post-communist Europe, providing relief where it is needed, and empowering civil society at home and abroad.
PIN began its work in Iraq in 2003 focusing on reconstruction and renovation of schools and health centres. After a short break, PIN decided to re-establish its presence in the country in January 2015, mainly in response to deteriorating humanitarian situation in the country and massive displacement of people from conflict-affected areas. Since then, PIN has maintained a strong presence in Iraq, and has gradually extended its activities across the Governorates of Ninewa, Salah Al-din, Kirkuk and the Kurdistan Region of Iraq. Typical recipients of our support are internally displaced persons, returnees, and people who survived the fighting near their homes and meet the pre-defined criteria of vulnerability.
Apart from humanitarian aid, PIN is currently working on long-term programmes supporting restoring livelihoods, education, access to water and hygiene. These programmes should facilitate people´s return to their original homes and support the stabilisation process after the defeat and removal of IS.
JOB OVERVIEW
The project coordinator will contribute to successful implementation of PIN’s intervention as part of a planned Iraq Humanitarian Fund (IHF) project in Salah Al Din (SAD. The PC will report to Early Recovery Programme Manager and work alongside the partners teams in the area and in close cooperation with all support departments (Finance, Log/Admin/HR, Security).
The PC will primarily be responsible for the field implementation and management of a planned food security project from the Iraq Humanitarian Fund. The objective of this project is to strengthen food security of vulnerable returnees living in critical shelters in the provinces of SAD and Al Anbar, out of which PIN covers the districts of Shirkat, Tikrit, and Beiji. PC will be responsible for overseeing the implementation and cooperation with PIN partners.
The activities include, but are not limited to the following:
- Cash for work on the rehabilitation of irrigation infrastructure;
- Provision of Cash Plus support of combined cash, agricultural assets, and trainings;
- Capacity development of national NGOs partners;
FUNCTIONAL AND SCOPE OF RESPONSIBILITIES:
- Management and supervision of the project;
- Coordination of activities with other stakeholder at field level including local authorities, local partners, cluster coordinators in agreement with line-manager;
- Overall coordination of beneficiary selection process; ensures there is a communication strategy with beneficiaries in place;
- Ensure there is a functioning complaints mechanism;
- Ensuring that the project is complying with PIN and donor´s rules and regulations;
- Ensuring project targets are met according to work plan deadlines, and that the project is adequately resourced to carry out effective programming;
- Monitor the quality of the project`s activities in coordination with the Monitoring and Evaluation Manager and M&E team;
- Management of the financial/admin issues in coordination with the Programme Manager and the Financial Officers/Manager;
- Conduct monitoring field visits on regular basis to ensure that the activities are carried out in accordance to work plan and technical requirements;
- Supervision of the field staff;
- Provision of capacity-building for field staff: technical support, organizing training, and preparing training materials and schedule for livelihoods staff;
- Reporting (weekly and monthly report)
- Attending coordination clusters meetings at local level and other meetings as needed.
- Representing People in Need and networking with local authorities, UN agencies, international and local NGOs, and representatives of the target communities;
- In case that larger number of different tasks is to be fulfilled by the Employee at the same time, the Employee shall accomplish the urgent and more important duties first;
MAIN TASKS
The Employee is especially responsible for;
- Ensuring timely and effective delivery of tasks;
- Correctness and completeness of given tasks;
- Archiving of all entrusted and acquired documents in proper manner;
- The Employee is obliged to follow National Staff Policy and Internal working rules, safety and security, fire safety regulations and other obligatory procedures and regulations related to his work.
GENERAL EMPLOYEES OBLIGATIONS AND RESPONSIBILITIES
- The Employer stipulates the right to assign the Employee any other kind of work derived from his specialization. In case of urgent work and such like the Employee may be asked to work overtime as well as during public and other holidays;
- Adhering to all PIN policies and procedures at all times including those stipulated in National Staff Handbook, Child Protection Policy, Security Standard Operating procedures, etc.;
- Punctual attendance to work including both working hours in the assigned office and schedule field trips if applicable;
- Ensuring timely and effective delivery of tasks;
- Correctness and completeness of given tasks;
- The Employee takes over the responsibility for all entrusted material or cash. The Employee is obligated to cover all damages or losses caused by his carelessness. The Agreement of Liability of Assets will be signed separately;
- Prompt providing of all relevant information to their supervisor;
- Maintain confidentiality of all information gained from employment within not publicly available;
- Archiving of all entrusted and acquired documents in proper manner;
- Representing and upholding the values of People in Need at all times;
- Behave in appropriate manners at all times and in all places;
PERSONAL QUALITIES
- Experience in management of people and projects requirements;
- Good communication skills, highly organized, result-oriented, responsible and reliable manner;
- Ability to work under pressure, proactive and independent working style;
- Good understanding of community participation and ability to communicate with impact and respect;
- Ability to deal with complex situations and solve related issues;
WORK EXPERIENCE
- Relevant educational and/or professional background in emergency livelihood and/or food security;
- Minimum 3 years of experience working on Cash for Work and/or Livelihoods projects in a humanitarian/recovery context;
- Strong coordination skills with proven ability to work across multiple technical areas simultaneously supporting multiple staff members;
- Ability to write quality reports;
- Experience in monitoring the progress of the project against the targets;
- Experience in communicating with different stakeholders;
- Experience in working with local government and in NGOs context
- Local knowledge of Salah-Al-Din livelihood and security context is a value added;
LANGUAGE SKILLS
- English: professional fluency, familiar with NGO terminology
- Arabic: native speaker/ advanced
