Context/Reporting line:
Under the general guidance of the Chief of Mission (CoM), the overall supervision of the Head of Migration
Management Unit (MMU), the direct supervision of the Programme Coordinator (Technical Cooperation and
Security Governance), the successful candidate will be responsible and accountable for supporting capacity
building activity of the Border Points Commission (BPC) and relevant border agencies to respond to complex
migration dynamics
Core Functions / Responsibilities
- Support the finalization and validation of the IBM SOPs through multi-stakeholder workshops
including relevant border point entities and local law enforcement. - Develop training program on IBM for Border officials and Local Law Enforcement Officials, including
editing content for e-learning development purposes. - Deliver Trainings for Border Officials and Local Law Enforcement on IBM and related topics (100
officials – classroom & on-site modules). - In coordination with MMU/ AIM section, the consultant will carry an assessment of the existing
training curricula at BPC, amend the existing training curriculum and develop new modules with focus
on IBM related topics for the BPC training center. - Establish Sub-Technical Working Group, encompassing all authorities present at the BCP under the
lead of the BPC. - Facilitate meetings of Sub-Technical Working Group and provide mentoring in Trebil and Baghdad.
- Support the Development, test and finalization of SoP for enhanced BCP operations in Trebil
including Single Window concept and cargo management. - Adapt training material and curriculum on IBM to Iraqi needs.
- Implement trainings for Iraqi and Jordanian Officials on IBM (75 BPC staff).
- Hold one two-day workshop on operationalization of SOPs (25 participants).
- Facilitate workshops with Iraqi and Jordanian officials to review current coordination and cooperation
procedures and experiences. - Support the development of relevant IBM content to support the implementation of possible
multilateral border initiatives and relevant preparatory workshops (in the framework of the SSR
architecture and the specific area of Identity Management).

related to the IBM activities. - Detailed deliverables with specific timelines to be prepared and agreed on before the consultancy
contract issuance.
Required Qualifications
Education:
A Master’s Degree in International Relations, Security Studies, Migration or a related field from an
accredited academic institute with seven years of relevant professional experience; or
University degree in the above field with at least nine years of relevant professional experience.
Experience and Skills:
Experience in technical supporting complex IBM projects/programmes.
Proven capacity and vision to develop and implement programmes.
Sound experience working with international organizations, regional organizations, governmental
entities, the private sector and civil society.
Proven experience in communicating technically to specialized audiences.
Knowledge of monitoring and evaluation
Superior reporting and writing skills.
Excellent communication and negotiation skills.
Effective strategic and creative thinking.
Languages:
Fluency in English is required.
