Overview
Un Ponte Per (UPP) is an NGO established in 1991. It has started its activities as “Un ponte per Baghdad”, right after the end of the war in Iraq, with the aim of organizing solidarity initiatives in favor of the Iraqi civil society. Later on, the intervention of Un Ponte Per started including Serbia and other Middle Eastern and Mediterranean countries. The NGO mission is to prevent new conflicts, protect human rights and support civil society, especially in the Middle East, through humanitarian and development programs, always supporting the local civil society. UPP is active in Iraq since 1991 and is regularly registered at National and Kurdistan Region levels.
The emerging civil society of Iraq is composed of a wide variety of actors, facing significant obstacles, including a political environment unaccustomed to and skeptical of independent advocates. Civil Society Organizations (CSO’s) are the principal vehicle for civil society activity in Iraq. Thousands of CSOs currently operate, with varying levels of expertise, resources, and subject-matter focus. While some CSOs have developed a degree of sophistication and credibility in a particular field (e.g., human rights advocacy), many others lack clear direction. Throughout the civil society sector, there are persistent concerns and shared notions of what is needed for this crucial sector to thrive.
In December 2019, Un Ponte Per, in partnership with Al-Mesallah, signed a contract with the European Union represented by the European Commission to implement a Civil Society Capacity Building Program “TATWEER” sponsored by the “Civil Society Organizations as actors of Governance and Development Work in the Field’ initiative. The program is aimed at building upon the potential of Iraqi Civil Society Organizations with a strong focus on capacity building, advocacy and networking.
The purpose of this project is to build upon the potential of Iraqi CSOs in becoming promoters of change and act as mediators and facilitators of dialogue on development policies, human rights and measurements between the Iraqi population at large and institutions.
Objectives
As part of a larger focus on the development and empowerment of civil society organizations in Iraq, Un Ponte Per, under an EU funded initiative ‘TATWEER’, developed manuals in the field of Human Resources, Administration and Legal Advisory. The objective of this assignment is to digitize (produce relevant audio, video, animations and simulations) three models of the produced manuals.
The specific objectives of this assignment include:
- Design and produce multimedia content
- Pretest digital content with a group of learners, preferably Civil Society Service Center (CSSC) staff
- Deploy the approved content
Scope of Work
The consultant will be required to carry out the following tasks:
- Assess the content of the manuals developed by TATWEER and provide technical guidance on the most appropriate digital formats to adopt. Note that, the multimedia learning approach with a mixture of video, text, audio, animations and simulations are most preferred in this task.
- Work with TATWEER PMU to select one critical subject (selected from the three manuals developed) that can be transformed into digital format for piloting the materials.
- Present to TATWEER PMU the outcome of the assessment of the developed manuals, indicating which content to digitize and the reason for the selection.
- Carry out digitization of the selected content from each of the manuals, presenting them in different graphics: animation, video, text, audio, simulations, etc.
- Share the first draft of completed digital material for review and comments on its improvement.
- Submit final edited digital content of the three manuals for digitization to TATWEER.
Deliverables
- Inception report with detailed methodology, timing and intended product design
- Draft digitized materials
- Final edited digital materials for the three thematic manuals.

All materials produced in the scope of this assignment (including images, videos, text, etc.) are copyright of the project/TATWEER. No part may be reproduced, copied, transmitted in any form or by any means (electronic, mechanical or graphic) without the prior written permission of the project/TATWEER.
The final product will contain no material from other copyrighted works without a written consent of the copyright holder. The consultant will obtain such consents at his or her own expense and will file them with the PMU at the time the contract is completed. Any obligations associated with permissions, such as free copies, will be the responsibility of the consultant.
Provision of Monitoring and Progress Control
The consultant will be supervised by Project Desk and Project Manager.
