Purpose/objective of the position:

The Protection Monitor Team Leader is responsible for ensuring the overall implementation of activities to monitor and respond to the protection / human rights situation in the project area, including the safety and dignity of individuals and respect of their basic rights and reporting of protection incidents, concerns and trends in the assigned area of operation. The Protection Monitoring Team Leader will directly supervise protection monitor teams day to day work of the Protection Monitors in the project area, providing support to the Teams in conducting mobile field visits to villages, camps and other IDP settlements, assessing the needs of the communities, households and individuals and referring urgent protection concerns to appropriate and specialized service providers (CP, GBV, Legal cases). The Protection Monitor Team Leader will also provide daily/weekly reports to the Protection Monitoring Officer. 

Generic Duties:

  • Directly supervise Protection Monitor teams and their use of UNHCR’s ASSIST platform;
  • Coordinate with the Protection Monitoring Officer to lead all day to day protection activities in the governorate;
  • Manage all requests for information / intervention from the Protection Monitoring Officer;
  • Conduct regular field participatory protection monitoring and ASSIST assessments, using an age, gender and diversity approach, in order to fully understand protection concerns and priorities; 
  • Under the supervision of the project coordinator; inform the teams about assessment and shifts to be conducted;
  • Enhance and facilitate discussion on main protection concerns and response capacity within the displaced and the host communities;
  • Identify and assess the needs of the most vulnerable individuals, particularly women at risk, and the available response opportunities in accordance with set guidelines, plans and schedules;
  • Facilitate and conduct ASSIST assessments and identify cases for assistance according to pre-defined criteria;
  • Compile the protection cases identified by the teams to be referred to the Protection Monitoring Officer;
  • Report on special needs cases and advise on type of assistance, following discussion with beneficiaries;
  • Ensure dissemination of clear and reliable information on service provision and other pre-selected key topics;
  • Conduct information sessions, record feedback and report results on issues of concern with recommended areas of intervention;
  • Submit weekly and monthly activity plans, reports and recommendations;
  • Any other tasks assigned by Protection Monitoring Officer.

Qualifications & Preferred Skills

Person Specification:

Education and professional experience:

  • University Degree in a related field (Social Sciences, Law is an asset);
  • One year of relevant professional experience in the protection sector;
  • Previous working experience with IDPs, refugees and returnees;
  • Strong knowledge of international protection in the humanitarian context.
