Job mission

 

Under the authority of the Head of Office, and the supervision of the Head of the Co-operation and Capacity Building Division of the Council of Europe’s Education Department in Strasbourg, the Project Manager plans, manages and implements the European Union/Council of Europe Joint Programme “Strengthening Democratic Culture in Basic Education” in Turkey, in co-operation with the donors, partners and other stakeholders, and in compliance with the organisation’s regulations and/or donor requirements.

 

Key activities

 

The Project Manager performs the following key duties in accordance with the Organisation’s procedures, guidelines and priorities, with a concern for quality, efficiency, accuracy and confidentiality:

 

  • Ensures the overall management and implementation of the project, in full co-operation with the Co-operation and Capacity Building Division of the Council of Europe’s Education Department in Strasbourg;
  • Organises the work of the project team, distribute tasks among the project team members, provide advice and supervision to the team members on the accomplishment of their tasks;
  • Mobilises and manages the teams of local and international consultants, ensures delivery of all the project’s inputs in a timely and effective manner in line with EU and CoE rules and procedures;
  • Oversees the project budget and the expenditure levels, ensures that project spending is on track and in line with the available financial resources, oversees the financial reporting;
  • Prepares and participate in project Steering Committee meetings and regular management meetings with beneficiary institutions;
  • Liaises and develops close working relations with the beneficiary, the Ministry of National Education, the Directorate of EU Affairs(DEUA) , the Central Finance and Contracts Unit (CFCU), the EU Delegation and national stakeholders;
  • Establish and maintain good working relations with high level officials, international governmental organisations, NGOs, specialised institutes dealing with education, including by representing the Council of Europe in conferences and seminars;
  • Ensures the visibility of the project, the Council of Europe and the European Union among beneficiaries;
  • Reports on the results achieved, additional needs, risks, and opportunities, in accordance with CoE regulations and procedures as well as partner/donor requirements;
  • Contributes to the efficient functioning of the office in collaboration with the Head of Office and project management at Headquarters;
  • Undertakes official journeys in and outside of Turkey in connection with the activities described above.

Additional information:

 

The position-holder is expected to establish good working relations with representatives of the government, public authorities and the judiciary. She/he may be required to travel within Turkey and internationally and needs a valid passport with no restrictions for travelling abroad.

 

Employment is limited to the duration of the project that is expected to end on 2 November 2022, and may be renewed.

 

Please note the remuneration for this position is 15 838.94 TRY (Grade A1) (gross monthly salary) or 20 235.95 TRY (Grade A2) (gross monthly salary), depending on previous professional experience.

 

About the Project in brief:

 

The project aims to integrate a democratic school culture that corresponds with universal core values as well as fundamental rights and freedoms into the Turkish national education system. Its specific objectives are to strengthen democratic values and practices in schools and school communities, to strengthen the capacity of stakeholders including policy makers, education administrators both at the Ministry of National Education and at provincial level, school principals, teachers, parents, and local civil society organisations (CSO) on competences for democratic culture, and to raise awareness on democratic school culture in and beyond schools.

 

Eligibility criteria

 

This local recruitment procedure is open to applicants already present in Turkey.

 

Only applicants who best meet the following criteria will be considered for shortlisting.

 

Qualifications:

 

 

social sciences, political science or related fields.

 

  • At least five years of professional experience at a national or international level in the field of education policy and practice;

 

  • At least five years of professional experience in the management and coordination of projects funded by international organisations.

 

  • Excellent knowledge of Turkish (mother tongue level);
  • Very good knowledge of one of the official languages of the Council of Europe (English/French);

Nationality:

  • Nationality of host country or one of the 47 Council of Europe member states.

 

  • Under 65 years of age at the closing date of the vacancy notice.
