DESCRIPTION OF THE PROJECT:
As per the request, new Volrep area (900m2 in total) in District Directorate of Education at Carsi mah, Barak Caddesi, No:3 next to Karkamis kindergarten, shall be constructed under this project (AnnexA1- drawing). The selected engineers will be requested to prepare all required construction projects. Details of the required drawings, works and the responsibilities of the selected engineers are listed below:
REQUIREMENTS FOR STRUCTURAL ENGINEER:
- i. Detailed site survey drawings,
- ii. Structural calculations, drawings, and details of the semi open steel structure waiting area (48m2), all containers (total :120m2), surrounding wall and fence structure, foundation works, field concrete works and all other related construction works details,
- iii. The drawings shall be including the details of; structural project, detailed sections in necessary scale(s),
- iv. General description of the work process,
- v. Technical specifications and quantity survey with bill of quantity,
- vi. Site visit participation during tendering,
- vii. Member of technical evaluation committee in Ankara (after the tender closure),
- Vili. Supervision on the implementation process and reporting in English (3 site visit report),
REQUIREMENTS FOR ELECTRICAL ENGINEER:
- i. Main power feeding cabling calculations
- ii. Main electrical distribution panel design
- iii. Electrical distribution sub-panels design
- iv. Electrical socket plan
- v. Data and telephone plan
- vi. Interior and exterior lighting plan
- vii. CCTV system plan
- viii. Fire alarm, smoke detectors and emergency exit lights plan
- ix. Electrical supply for mechanicals units’ plan
- X. Cable mounting plan
- xi. Cable tray plan and elevations
- xii. General description of the work process and construction/implementation works
- xiii. Technical specifications and quantity survey with bill of quantity a
- xiv. Site visit participation during tendering y a8 IR
- XV. Member of technical evaluation committee in Ankara (after the tender closure) ie ME

C- REQUIREMENTS FOR MECHANICAL ENGINEER:
- i. Plumbing system project (sewage system and clean water etc.)
- li. Rainwater drainage system of the site,
- iii. Heating and cooling system projects,
- iv. Electrical power requirements of the mechanical items
- v. 1/20, 1/10, 1/5, 1/2 and 1/1 Implementation (in case required) and system detail plan
- vi. General description of the work process and construction/implementation works
- vii. Technical specifications and quantity survey with bill of quantity
- viii. Site visit participation during tendering
- ix. | Member of technical evaluation committee in Ankara (after the tender closure)
- x. Supervision on the implementation process and reporting in English (3 site visit report)
GENERAL REQUIREMENTS
The engineers are obliged to prepare all the documentation with a good command of English. Participating companies/engineers should also consider that, UNHCR may require additional proof-read by an authorized translator or company in case the quality of the provided documents is not found insufficient. Below listed works and drawings are requested from the awarded engineers/companies.
- i. Participation to the site assessment visit in Gaziantep Karkamis (to be quoted inclusive of the project preparation phase).
- ii. General description of the work providing the current condition of the building and implementation process
- iii. Technical Specifications providing the implementation and application details, applicable standards with good command of English.
- iv. Drawings as per the requirements
- Vv. Bill of Quantities to provide information on the estimated price of each item/work as well as the overall amount of the project and to serve as a base for the preparation of the construction works’ tender package.
- vi. During the tendering process, the awarded company shall participate the supplier briefing session in Ankara.
- vii. Participation in the technical evaluation process (after the tender closure and to be quoted inclusive of the project preparation phase).
- viii. Required lead-time for the preparation of the listed drawings and documents shall be twenty (20) days after site visit.
- ix. Possible further changes on the projects shall not be reflected as an additional cost to UNHCR.
- x. Awarded Company shall be obliged to visit the construction area on at every three-week basis and submit a detailed progress report in English. Therefore, the quotation is to be provided all-inclusive, including any travel costs that may arise to fulfil job related requirements.
Competitive Scope
The Office of the United Nations High Commissioner for Refugees (UNHCR), established on December 14, 1950 by the United Nations General Assembly’, requests your price quotation for provision of engineering services in attached Annex A.
1. REQUIREMENTS
> Please provide the requested details as indicated on the Annex A ToR of this RFQ with conforming the following information in your Annex-B Technical Offer Form:
- Confirmation of the required tasks for all or single engineering services (select YES or NO)
- Delivery lead time of the drawings/documentations
> Please include the following price information in your Annex-C Financial Offer Form (without VAT):
- Currency (please select only one currency (TRY or USD) in your offer)
- All work-related expenses such as transportation (flight, ferry, bus, taxi, etc.), equipment, software, communication, insurance, etc. shall be covered by the service provider
Please note that UNHCR is exempt from VAT.
IMPORTANT: Your Company must be in the business for a minimum of three (3) years, the companies which are in business for less than 3 years shall be disqualified.

Please be aware of the fact that the e-mail policy employed by UNHCR limits the size of
attachments to a maximum of 20Mb so it may be necessary to send more than one e-mail for the whole submission.

Your quotation must be valid as least for 90 days. The standard payment terms of UNHCR is net 30 days upon satisfactory delivery of goods or services and acceptance thereof by UNHCR.
