MSF / Baghdad Medical Rehabilitation Centre is seeking for: ADVOCACY MANAGER
Main Purpose:
The Advocacy and Capacity Development Manager is responsible for all advocacy and capacity development activities in Baghdad Medical Rehabilitation Center (BMRC) in line with MSF policies and values, following the Operational line and linked with the Project Coordinator.
Accountabilities:
CORE TASKS:
- Contribute to defining, implementing, and coordinating advocacy activities related to “Early Post-Operative Comprehensive Rehabilitation” become standard in 3 hospitals of BMRC’s network. Activates are performed at Ministry of Health, relevant Directorates of Health and the 3 hospitals of BMRC’s network.
- Coordinate with the OCP’s relevant teams to define and implement capacity development activities that contribute in developing “Early Post-Operative Comprehensive Rehabilitation” capacities in 3 hospitals of BMRC’s network.
- Monitor and compile regular updates to increase the advantage capacities of BMRC’s advocacy and capacity development objectives on “Early Post-Operative Comprehensive Rehabilitation”.
- If relevant, manages, supervises and develops staff under his/ her direct responsibility.
ADVOCACY ACTIVITIES:
- Promote the visibility of Baghdad Medical Rehabilitation Center (BMRC).
- Support the institutionalization of the referral system to BMRC from public hospitals.
- In close cooperation and coordination with the project management and communication departments, design and implement the lobbying activities at the 3 hospitals’ level by using BMRC achievements and impacts.
- In close cooperation and coordination with the project management and communication departments, design and implement the lobbying activities at DoHs and MoH level by using BMRC achievements and impact.
- Supervise the quality of data collected for advocacy including internal (BMRC) and external (MoH) data.
- Identify actors/interlocutors/stakeholders for the advocacy process.
- Enhance networking by contributing/participating in representation duties at hospitals, DoHs and MoH levels but also other actors like universities.
- Define, draft and review advocacy messages and targeted audiences to raise awareness on relevant topics.
CAPACITY DEVELOPMENT ACTIVITIES:
- Working with the PC to deliver capacity development needs assessment in the 3 identified hospitals.
- Support the PC to develop agreement with MoH/DoHs/3PHs on proposed plan for capacity development plan/exercises.
- Act as a focal point with MoH/DoHs/3 PHs to identify proper candidates for the capacity development process.
- In cooperation and coordination with the medical team, PC and Regional Capacity Development Coordinator, design and implement training workshops to improve skills in 3 PHs.
- In cooperation and coordination with the medical team, PC and Regional Capacity Development Coordinator, design and implement coaching & mentoring activities for the 3 PHs staff trained by BMRC.
- Create and lead a network on knowledge sharing (via studies and online courses) consisting of MSF and 3PHs candidates.
- Support PC to discuss with the 3PHs the clear plans for future actions to integrate “Early Post-Operative Comprehensive Rehabilitation” in their medical services offered to population.
- Support the implementation of behavior-change policies/plans.

Qualifications & Preferred Skills
REQUIREMENTS:
Education |
• Medical academic background with Marketing skills or MBA in Marketing with Healthcare experience |

Experience |
• Advocacy and capacity development experience. • Good understanding of the Iraqi health system |
|
Languages |
• English & Arabic. |
|
Knowledge |
• Essential computer literacy (database design/analysis, MS package, and internet-based research)
|
|
|
• Diplomacy, good communication skills • Teamwork, ability to work with multi- disciplinary and multi – cultural team and ability to listen. |
