ORGANIZATIONAL CONTEXT
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of the United Nations Industrial Development Organization (UNIDO), as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.
Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.
PROJECT CONTEXT
UNIDO in association with Ministry of Agriculture and Forestry of the Republic of Turkey is currently implementing the project entitled “Sustainable use of biomass to assist the development of Turkey’s economy towards green growth” funded by the Global Environment Facility (GEF)’s 6th cycle. The project focuses on promoting the use of sustainable biomass in agro-industrial energy applications in line with the priorities of the Government of Turkey. The project is structured around four key components, as listed below:
- Demonstration of modern bio-energy technologies and energy efficiency measures in the agro-industrial sector
- Refined policy and regulatory framework to enable transformation across sub-sectors
- Capacity base strengthened and awareness raising increased
- Monitoring and evaluation
The project aims to demonstrate modern bio-energy technologies in Turkey to reduce greenhouse gas (GHG) emissions in agro-industry, refine the policy and regulatory framework to enable transformation across sub-sectors and strengthen the capacity and awareness for bioenergy utilization for thermal applications in the country. The project objective is to bring about sectoral transformation through application of modern bio-energy technologies to improve overall energetic performance, increase competitiveness and reduce GHG emissions in Turkish agro-industry.
Under Component 1, the project is supporting 5 selected pilot enterprises located in different parts of Turkey with technical assistance on eligible technologies (e.g., waste thermal energy use) and will provide grant support upon completion of the investments. The pilot projects are in the different stages of their investment thus require tailored assistance.
DUTIES AND DELIVERABLES
During the contract, the expert will work under the supervision of the Project Manager at UNIDO Headquarters in Vienna, in close coordination with UNIDO Turkey Field Office and TAGEM/MoFAL in Ankara.
The main responsibility of the national technical expert will be to monitor and facilitate the pilot biomass technology demonstration projects under Component 1. The duties of the national technical expert and deliverables are given in the table below.

MINIMUM ORGANIZATIONAL REQUIREMENTS
Education: Advanced degree in engineering, sustainable energy, environmental science or other relevant discipline
Technical and Functional Experience:
- A minimum 5 years of work experience in bioenergy projects is a requirement
- Track-record of professional assignments in the areas of sustainable technology applications in agro-industry is required
- Ability to establish and maintain professional relationships with government counterparts and private sector enterprises
- Experience with the GEF projects or UN project execution in the field and with the UN rules and procedures are an advantage
- Knowledge on national regulations on energy production and environmental protection in required
- Excellent communication and inter-personal skills,
- Good team player with a strong sense of responsibility;
- Ability to work under pressure and handle politically sensitive issues;
Languages: Fluency in written and spoken English and Turkish.

Absence of conflict of interest:
According to UNIDO rules, the consultant must not have been involved in the design and/or implementation, supervision and coordination of and/or have benefited from the programme/project (or theme) under evaluation. The consultant will be requested to sign a declaration that none of the above situations exists and that the consultants will not seek assignments with the manager/s in charge of the project before the completion of her/his contract with the UNIDO Independent Evaluation Division.
