ROLE PURPOSE:

The Logistics Manager is a member of the Supply Chain Team at Blumont Erbil and will be fully dedicated to work on SAFER Project. The Logistics Manager will be responsible for ensuring that all Logistics procedures and policies are in place and that SAFER project staff adheres to such to ensure transparency, compatibility, accountability integrity and value for money with efficient and effective in Erbil and support other fields within NES.

 

KEY AREAS OF ACCOUNTABILITY: 
The main responsibilities for this position are below:  
•    Ensure the logistics actions of SAFER are compliant with policies and procedures by providing all the relevant information and required documentations etc. in Iraq & Northeast Syria coordination with program staff and Supply Chain team.
•    Apply Blumont’s anti-corruption/fraud policy to all logistics and procurement actions.
•    As part of Blumont’s dual mandate, the Logistics Manager will participate in emergency preparedness activities and be ready to respond in the event of an emergency. •    Liaison with governorate offices if required for Blumont purposes. 
•    Managing the warehouse stocks, Fleet and all Premises.

Logistics:
•    Ensure constant availability of running supplies/services/works such as fuel, stationery, transportation means, etc. through BPA contracts in particular.
•    Manage traceability & reconciliation between orders, contracts & deliveries, and liaise with finance for problem solving in coordination with Procurement Manager.
•    Stocks & deliveries: Ensure appropriate storage network & stock management standards across the country.
•    Identify & settle warehouses/storage space based on needs.
•    Ensure goods transportation means are secured as per needs.
•    Coordinate & follow-up deliveries & liaise efficiently with suppliers for problem solving.
•    Maintain a regular information across teams about stock levels & expected lead-times.
•    Manage periodic inventories, stock clearance and investigations over discrepancies.
•    Ensure confidentiality, integrity and Anti-Fraud policies and procedures are adhered to before, during and after procurement actions are completed. 
•    Accountable to provide quality weekly/ monthly/quarterly Logistics reports to the Supply Chain Director and Project Director. 
•    Ensure that the emergency response plans are in place and Logistics staff are trained accordingly.
•    Asset Management: Make sure that the asset register is kept up to date with the support of the Fleet/Assets Officer and that assets are safely secured and recorded, all paper trails & procedures are implemented
•    Ensure that the fleet and subsequent movement plans, procedure & policies are maintained in a safe and structured way.
•    Warehouse Management: Ensure that warehouses procedure & policy are fully implemented, are tidy and organized with items that are recorded on stock report as well as stock cards, bin cards in coordination with Logistics felid staff etc.
•    Schedules work activities, trains warehouse employees, and makes sure that they perform their duties according to established standards.
•    He/she plans the dispatch and transportation of merchandize, assists the dispatcher if there is any in tracking the movement of merchandize.
•    Fleet & Transport Management: Ensures that Fleet procedure & policy are fully implemented, guaranty the fleet are good conditions, repairs are done, and transport tracker are in place, movement, driver management. 
•    Supports any other field offices if required. 
•    Performs any other related tasks as requested by the Deputy Supply Chain Director. 
•    He/She advises the program about the most efficient and effective mode of transportation and packaging of the merchandise.
•    He/She contribute to plan and eventually supervise the shipment and delivery of materials/equipment up to their final destination.
•    He/She coordinates with the Supply Chain department in Erbil office for the shipment of merchandise coming from abroad and supervises the potential process. 
•    He/She guarantees the management and monitoring of Shipment. 
•    Accountable and reports timely on any damage, theft of procured commodities, material and inventory.  

Premises
•    Ensure proper working & living conditions for all staff in each premise, always, by maintaining an efficient general service approach.
•    Identify & settle premises (offices, guesthouses & warehouses) based on geographical, operational, security, and financial criteria, in close liaison with Supply Chain Director and Deputy Supply Chain Director.
•    Coordinate monthly inventories of other goods.
•    Ensure that security & safety guidelines are applied in premises.
•    The Logistics Manager should report in monthly bases to Supply Chain Director and Project Directors for Premises and Maintenance. 

Team Management
•    Build the capacity of Logistics and project staff in their understanding of quality logistics and adherence to procedures under Supply Chain Management supervision. 
•    Ensure that the team are motivated, encouraged to suggest new ideas, and are performing well.
Logistics Manager performance will be evaluated based on results Represents the logistics team in Erbil & Northeast Syria. 
 

Required Skills & Qualifications:
•    Bachelor’s Degree in Administration, Engineering or other related 
•    At least 5 years of relevant work experience, including experience with a Companies or international NGO managing an office or program.
•    Experience within in a fast past humanitarian context is key
•    Experience setting up emergency or humanitarian procurement systems;
•    Knowledge of advance best practices procedures in high-risk environments;
•    Strong communication skills; Advance in English & Arabic required of spoken and written 
•    Strong analytical capacity

Preferred
Willing and Able to travel to North East Syria
