Overall objective of the position
Implement emergency water and sanitation infrastructures rehabilitation and identify urgent needs in term of rehabilitation, repairing or improvement of water and sanitation infrastructures
Objective 1: Prepare the worksites
The WASH Technician is responsible for:
- Participate in evaluation/assessment missions.
- Identifications water leakage points with DoW
- Identifications of required rehabilitation work together with DoW.
- Prepare detailed bill of quantities for each rehabilitation work.
- Prepare and ensure the quality of data capture from the field (Bill of quantity, monitoring form, assessment Reports etc.);
- Organize and follow up the notification of site to contractor in cooperation with DoW.
- Organize the work sites and ensure that it is well protected;
- Prepare materials requests and check the quality of materials received;
- Ensure the proper use of the tools required for each worksite.
- Liaise with DoW and contractor’ staff during all the project stages.
Objective 2: Supervise the work and participate to the implementation of activities
The WASH Technician is responsible for:
- Ensure the quality of implementation according to (national and ACF) standards;
- Ensure the proper usage of work monitoring templates during the implementations;
- Monitor the contractors implementation of all construction and rehabilitation of water infrastructure;
- Ensure the advancement of the work according to the planned schedule and ensure the respect of the deadlines;
- Ensure the proper use of Personal Protection Equipment.
- Ensure the safety of work site (do no harm), ACF material and equipment;
- Control the usage of equipment and materials and ensure the quality of material and work;
- Manage the advancement of the work and ensure project’s follow-up : plan the activities according to the development of the project, supervise the implementation directly on site and the respect of deadlines;
- Ensure that the objective and timeline of the activities are respected;
- Identify and anticipate problems or constraints;
- Write daily/weekly activity reports.
Objective 3: Relay ACF activities and objectives to the communities and partners
The WASH Technician is responsible for:
- Develop contacts and explain the activities and the objectives of the programs to community, contractor’ staff and DoW;
- Community sensitization / mobilization to ensure the smooth implementation of project;
- Conduct technical assessment for rehabilitation work and prepare bill of quantity;
- Monitoring of contractor work in field and ensure that the work is done according to agreed specification / standard;
- Provide inputs for projects reporting;
- Represent ACF in community and stakeholder;
- Respect ACF charter;
- Involve and inform the communities in the implementation of the program;
- Inform the hierarchy about the progress or limits of the work;
- Work in collaboration with the stakeholders.
Required Qualification/Degree/Level of Studies |
B.s Degree in civil engineering or equivalent and professional experience in water networks and rehabilitation work. |
Required Professional Experience |
2 years’ work experience in a relevant field. |
Required Technical Skills |
Experience in water infrastructures development or rehabilitations. Serious professional experience in water networks rehabilitation and/or equivalent professional experience Experience in NGO WaSH infrastructure Rehabilitations would be a distinct advantage. |
Required General Skills Managerial Skills (if applicable) |
Interpersonal skills Capacity to manage priorities Good organizational skills Good knowledge of the project area |
Required Language Skills |
Proficiency in Arabic (written and spoken) is essential Spoken and written English is a plus |
