Context/Reporting line:
In 2019, the Iraqi National Security Council embarked on a process to develop the National Strategy to Combat
Violent Extremism Conducive to Terrorism. The strategy has been developed as a complementary framework
to the National Security Strategy of Iraq and was developed with support from the Al Nahrain Centre for
Strategic Studies (ANCSS) and 24 experts and subject-matter specialists from the Ministries of Interior, Foreign
Affairs, Higher Education, Education, Justice, Labor and Social Affairs, Youth, Culture and Endowments, the
Counter Terrorism Service, National Intelligence Service, National Security Service, and various Universities.
The overarching goal of the strategy is the creation of an environment that is conducive to moderation and coexistence,
and renouncement of extremist ideologies; embraces youth, and ‘rehabilitates’ communities that have
experienced violent extremism; and reinforces a citizenship that is built on the principals of democracy, human
rights, honors diversity, and promotes national identity.
The strategy is providing a general guidelines and framework for seven identified areas of work as follows:
– Role of educational, teaching and cultural institutions
– Role of youth and social institutions
– Role of media institutions
– Role of presidential and political institutions and ministry of foreign affairs
– Role of security and judicial institutions
– Role of economic, financial and service sector
– Role of religious institutions
IOM Iraq’s PVE programme aims at analyzing and addressing underlying drivers, motivations and
vulnerabilities to violent extremism that may arise in context of marginalization, exclusion, human rights
violations, social isolation, exposure to radical ideologies, and lack of livelihood opportunities. To address these
factors, IOM relies on its institutional strengths as building blocks for its efforts to address local conditions that
are conducive to violent extremism. Working at the institutional, community and individual levels, IOM Iraq
supports a whole-of society approach to understanding and addressing underlying vulnerabilities and building
community and individual resiliency.

Under the overall supervision of the Head, Community Stabilization Unit and Prevention of Violent Extremism
(PVE) Programme Manager, the administrative supervision of the Head of Sub Office (HoSO), and the direct
supervision of the Senior Program Assistant (PVE Grants), the Programme Assistant (PVE Grants) will support
the identification of potential partners to work with IOM on its expanding PVE portfolio and offer technical and
administrative guidance to recipients of sub-awards. Specifically, s/he will be tasked with the following:
Core Functions / Responsibilities
1- In coordination with relevant colleagues, conduct due diligence exercises to inform engagement with
potential recipients of sub-awards, including civil society organizations (CSOs) and community-based
organizations (CBOs)
2- In coordination with relevant units, including the Resource Management Unit (RMU), coordinate and
deliver orientation sessions and training to potential partners to enhance their awareness of IOM
procedures, standards, requirements and improve the quality of subproject proposal and activities.
3- Support the determination process for applications eligibility during the pre-selection process, ensuring
gender, youth and disability components are well integrated in IP’s activity design.
4- Conduct training needs assessments and help organize and deliver workshops and other capacity
building activities. Deliver targeted sessions and/or bilateral technical support to help strengthen
partners’ M&E frameworks and tools.
5- In coordination with the CSU Operations Officer and the L&P Unit, raise PRs for in-kind support to
government and help to ensure that service providers and contractors are on schedule with the delivery
of services.
6- In coordination with PVE Programme Officer and other relevant colleagues, support the drafting and
publishing of calls for proposals for available PVE grants.
7- Regularly travel to project sites to monitor subproject progress and, in coordinating with IOM’s Public
Information Unit, capture success stories.
8- Ensure the timely rollout of foreseen activities designed by partners in their areas and overseeing project
planning, implementation, monitoring and troubleshooting.
9- Alert senior management regarding any challenges or difficulties in implementation reported by partner
organizations or identified through IOM programme team or the monitoring and evaluation framework.
10- Perform such other duties as may be assigned.

Qualifications & Preferred Skills
Education:
Bachelor’s degree in Political Science, Education or Social Sciences from an accredited academic
university or Institute.
Experience and Skills:
At least 3 years of relevant work experience.
Experience in leading in cooperation and coordination with government actors, security actors,
community leaders, and/or other relevant stakeholders.
Experience with Prevention of Violent Extremism programme implementation.
Experience with social cohesion, peacebuilding, and/or reconciliation related programming.
Familiarity with tribal structures and mechanisms in Iraq [desirable].
Experience with qualitative and quantitative research [desirable].
Experience in communicating and working with a wide range of people including people of culturally
diverse backgrounds.
Languages:
Fluency in English, Kurdish and Arabic is required.
