What will you do?*
The Program Manager will provide guidance, leadership, and oversight for a cross-functional team to support USAID’s Cadre Development and Training Activity (CDAT). You will serve as the primary liaison with USAID, oversee communications with key stakeholders, and ensure that project initiatives comply with USAID requirements and achieve expected results. You and your team will use design-thinking methodologies to conduct discovery work—including content, gap, and audience analyses—and use data to develop and implement a strategy for blended learning that will support USAID staff needs. You will use an iterative agile approach to developing and/or enhancing a range of professional development opportunities, including live or virtual training, workshops, and conferences; formal and informal mentoring; communities of practice and networking support; and skills-building opportunities via virtual and in-person platforms. You will use your knowledge and network to support USAID professional development in conflict, violence, and atrocity prevention, peacebuilding, and development programming in conflict contexts. This is a full-time proposal position contingent on contract award.

Location: *
This role will be remote during the pandemic but it must be based in the greater Washington DC area. This role will be able to work in a hybrid environment post-pandemic. There will be the ability to work from home and a need to be available for client site visits.
Responsibilities:
- Lead and oversee the work of a cross-functional learning team.
- Develop and maintain highly collaborative working relationships with USAID stakeholders, partners, and staff.
- Ensure achievement of USAID objectives to assess USAID staff competency needs, increase capacity, and enhance a professional network in conflict, violence, and atrocity prevention; peacebuilding; and development programming in conflict contexts.
- Support an integrated approach to knowledge management, training, assessment, and learning.
- Support live and virtual training and mentoring design, implementation, and facilitation, including e-learning, events, and communities of practice, among other modalities
- Develop and enhance a professional network to share information and facilitate peer-to-peer learning.
- Systemize processes to draw on USAID staff to design and deliver training.
- Apply a human-centered design approach to solving instructional design challenges.
- Ensure integration of diversity, equity, and inclusion in the design and delivery of training materials.
- Oversee a comprehensive internal and external communications strategy and knowledge management approach.
- Perform other duties as required.
Qualifications:
- Bachelor’s degree or higher in international relations, international development, intercultural communications, or a related field
- At least 10 years of experience in project management, training design and delivery, professional development, and/or coaching programming
- Excellent interpersonal, managerial, organizational, oral, and written communication skills
- Proven leadership abilities within multi-partner initiatives
- Experience providing designing, implementing, and monitoring training and/or professional development programs
- Previous experience working on conflict issues or in conflict settings
- Demonstrated experience working with various levels of USG stakeholders to inform development programming
Nice to Haves:
- Familiarity with the USAID Conflict Assessment Framework, Conflict Sensitive Aid (CSAid), and Atrocity Prevention training
- Experience applying a Diversity, Equity, and Inclusion (DEI) lens to training development and facilitation
- Ability to communicate in a second language (Spanish, French, Arabic preferred)
- Experience conducting live or virtual trainings, workshops, and conferences
- Experience facilitating communities of practice, mentoring, and/or providing networking support
