- Introduction to the role
In order to enhance the finance capacity of the Iraq program, NRC is seeking to hire a person to serve as a Finance Adviser (Budgeting and Reporting) to lead on donor budgeting and reporting with strong component on providing technical support and capacity building to national Finance Coordinators in Country and Area Offices.
- Roles and responsibilities
The Finance Adviser (Budgeting & Reporting) reports to the Finance Manager in Iraq Country Office, he will be responsible of providing guidance in adherence to finance procedures, lead the process of donor budgeting and reporting, provide capacity building in Finance Department tasks to Country Office and Area Offices. 30% of travel is expected from this position.
Generic responsibilities
- Implement NRC’s systems and procedures
- Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
- Ensure preparation and submission of donor budgets and reports on a timely manner
- Ensure that the budgeting, monitoring and reporting are according to specified NRC and Donor procedures
- Support project staff in financial matters such as budgeting and reporting
Budgeting and Reporting
- Coordinate with Area Office in the preparation of budgets for new proposals, ensuring that budgeting tools are correctly used and ensuring support costs are properly budgeted and allocated in line with the Fair Share principles and reviewed before submitting it for final review.
- Preparation of Country Office budget for new proposals and lead the consolidation of all Financial Budgeting and Reporting deliverables at Country Office Level.
- Responsible for creating the budget in donor form and ensure budgets in donor form and internal system match.
- Closely monitor level of expenditure, expenditure per budget line according to donor flexibility and allocation of expenses to existing projects, and providing monthly Budget Vs Actual reports to be discussed with Finance Manager.
- Lead the donor reporting process and ensure accuracy and completeness of donor financial reports in line with NRC and/or donor guidelines before submitting to Finance Manager for review.
- When appointed, participate in Project Cycle Management (PCM) Meetings to represent Finance function at Country Office level.
- Supervise and Manage budgeting and reporting staff.
- Act as substitute for Finance Manager when required (during absence or annual leaves).
Finance Systems Maintenance
- Responsible of creating new projects in Project Master File (PMF) and update the PMF with dates, project cycle and budgeting and reporting rates.
- Ensure Top Downs match with Donor Budgets.
- Responsible for monitoring Donor Income.
- Ensure Donor Budgets are linked to Master Budget lines, during the preparation of donor budgets.
Capacity Building
- Enhance Finance capacity in Area Offices and Country Office through capacity building and on-the-job training and coaching of the Finance Coordinators responsible for budgeting and reporting.
- Provide guidance on NRC financial systems and donor Rules and Regulation to finance and non-finance staff in Area Offices and Country Office through training.
