Assistant City Attorney- Labor and Employment

The Position

The Beaverton City Attorney’s Office is seeking an experienced labor and employment attorney, primarily to provide advice and counsel to Human Resources and managers. The City of Beaverton employs approximately 600 individuals, full-time, across eight departments. The City strives to create a work environment that values employees and maximizes individual and organization performance. In addition, approximately two-thirds of city staff are represented by one of two labor unions. The City has effective partnerships with both of its unions. The person hired into this role will play a critical part in shaping workplace culture and supporting positive labor relations.

Responsibilities

Depending upon assignment, the incumbent may perform a combination of some or all of the following duties:

Serve as the city’s primary legal resource for labor and employment matters, working closely with the Human Resources Director and staff to identify and resolve legal issues arising out of or relating to labor and employment matters.

Represent the city’s interests in grievance arbitration, administrative proceedings and some litigation.

Provide legal guidance, as requested, on sensitive personnel matters to city council and senior leadership.

Provide legal advice and assistance to staff tasked with maintaining city personnel policies. Assist staff as needed in drafting policies.

Ability to travel as necessary to various city buildings to meet the needs of the position.

Create a workplace that promotes the organizational values of workplace diversity, equity and inclusion.

Assist in creating a positive and supportive work environment with a culture of teamwork and communication and enforce a safe workplace.

Actively promote an environment respectful of living and working in a multicultural society.

Perform duties outlined in the classification for which you are hired and other duties as assigned: Assistant City Attorney 2 or Assistant City Attorney 3.

Qualifications

THE IDEAL CANDIDATE WILL HAVE:
Substantial experience in labor and employment law.

Ability to self-manage multiple tasks and produce quality work in a timely manner.

Ability to define issues, perform legal research, analyze problems, evaluate alternatives, make sound decisions and recommendations, and effectively communicate verbally and in writing.

Ability to build and maintain good working relationships with others.

Ability to use common law office software applications.

Knowledge of legal principles, issues and practices related to municipal government functions, including public records, public meetings, and governmental ethics law.

MINIMUM QUALIFICATIONS:
Law degree from a fully accredited law school and be an active member in good standing with the Oregon State Bar Association.

Five years of progressively responsible, diverse legal experience primarily relevant to labor and employment law

Or an equivalent combination of education and experience enabling the incumbent to perform the essential functions of the position.

Ability to obtain and maintain Criminal Justice System Information Services (CJIS) security clearance. Security clearance application must be submitted prior to start date. Clearance must be obtained prior to start date unless a reasonable and temporary alternative arrangement can be made at employer’s sole discretion.

Ability to satisfy the requirements of a background check and pass reference checks and a drug screen.

PREFERRED QUALIFICATIONS:
Bilingual Competency in English and any of the following: Spanish or Arabic or Korean or Vietnamese or Chinese or Russian or Japanese, including speaking, reading and writing.

Experience with advising local governments on ADA Title II.

Compensation

Starting Salary: $8,386.72 – $11,824.94 per month

Starting salary will be determined depending on relevant work experience as outlined in the Equal Pay Act. New hires who meet minimum requirements will start at step one. Higher steps may be offered to those who have additional years of directly related experience to the position.

The city pays the full retirement contribution to PERS; provides employees with an opportunity to participate in a deferred compensation retirement plan; makes available a public service loan forgiveness program and tuition reimbursement program; and offers excellent health, dental, vision and life insurance coverage.
