Purpose of Job
Turkey is the Bank’s largest country of operations. The position of Associate Director, Deputy Head of Turkey, HO Ankara is intended to support the Managing Director, Turkey, as part of the Turkey Country Management team, bearing overall responsibility for the delivery of the Turkey country strategy and annual scorecard targets.
The Associate Director, Deputy Head of Turkey, Head of Ankara is responsible for the management of the Resident Office, its staff and its resources. The jobholder has overall responsibility for articulating the EBRD country strategy vis-à-vis the Turkish Government, IFIs and diplomatic missions, national companies and civil society organisations and plays a leading role in the ongoing development and maintenance of those relationships. Under the supervision of the Managing Director, the role leads the Bank’s policy agenda across all sectors, individually and as part of a multi-disciplinary teams, to promote the Bank’s mandate vis-à-vis all stakeholders (including senior government officials,) and implements the Bank’s policy engagement projects. The jobholder is also in contact with the local and regional business community to develop business and, to a lesser degree, is supervising the origination, structuring and monitoring of the Bank’s investment portfolio.
The jobholder works directly with all areas of the Client Services Group, such as “Banking” and “Economics, Politics and Governance”, but also with and the rest of the organisation – Office of the General Counsel, Administration, HR, Finance, etc. The role has comprehensive responsibility for the effective running of the office from core activities in policy engagement to budget, administrative and staff matters.
Accountabilities & Responsibilities
Strategic Leadership:
- Supporting, stepping in and covering for the Managing Director, Turkey, as and when required.
- Take joint responsibility with the Managing Director, Turkey, for delivery of the Turkey Score Card with direct responsibility for delivery in the allocated region.
- Manage interactions with:
- Internally: relevant sector Managing Directors; relevant sector Directors; SME F&D Regional Heads; as well as Credit, EPG, OGC, OCCO and Health and Safety / Operational Risk.
- Externally: clients, government officials (as relevant), other IFI’s and business community leaders.
Operations:
- Prepare or check the overall quality of documents prepared by Ankara RO staff including briefing notes and documents for approval at various internal committees and the Board.
- Assume Board and Supervisory Board membership on investee companies’ boards, if needed.
- Take an active role in the updating and implementation of the country strategy for Turkey working in collaboration with the Managing Director, Turkey.
- Manage the EBRD-Turkey Donor Fund in coordination with the Donor Co-Financing team and ensure successful implementation of the projects as per the Turkey Country Strategy and successfully obtain the remaining tranches of the fund.
- Build and maintain effective relationships with appropriate staff at shareholder embassies for the purpose of ensuring effective donor co-ordination.
Policy Dialogue & Representation:
- Assist and support the Managing Director, Turkey, in Policy Dialogue engagements with local authorities, other IFI’s and local business associations and establish an active policy dialogue and continue to maintain and develop relationships for the Bank with senior government officials, government agencies and local government for Ankara Resident Office. Ensure progress and effectiveness of all policy dialogue initiatives in which the Bank is engaged, providing the necessary support and advice to sector teams including through the management of technical assistance.
- Keep track of policy dialogue initiatives of other IFIs and institutions with a view to advising Bank management on the necessary coordination and cooperation opportunities.
- Work closely with the MD Turkey, the Office of the Chief Economist, the Vice-Presidency Policy and Partnerships (including Political Affairs counsellors, Country and Sector Economists and External Policy Coordination) for the prioritisation and resourcing of policy initiatives.
- Attend and speak at external seminars to push the Bank’s reform agenda / Policy Dialogue and raise its profile within the country.
- Coordinate all visits by Bank management and staff, inter alia organising meetings and briefing notes and managing logistics.
Staff Management and Administration:
- Manage as primary line manager the RO staff under country Head count and provide Matrix Manager feedback for other staff operating in Ankara.
- Directly accountable for the engagement and effective overall management of the Team including recruitment, compensation, performance management, coaching and development. Where matrix reporting is in place, work jointly with the country counterpart when setting objectives and completing performance appraisals for relevant staff.
- Champion and role model the Bank’s Behavioural Competencies and Corporate Behaviours, ensuring adherence within the team(s) so that the highest standards of integrity and ethical conduct are exhibited at all times.
Knowledge, Skills, Experience & Qualifications
Qualifications and Skills:
- Ability to represent the Bank at the highest levels of government and clients, including through the ability to focus on essential matters and to communicate the Bank’s position clearly and confidently.
- Proven experience in building credible contacts in the political, business and civil society circles and effectively dealing with senior government officials and other stakeholders articulating policies and strategies as well as handling policy negotiations (essential). Well-developed understanding of operational risk and its application to the administrative function of a mid-sized RO.
- Ability to interact with and manage effectively within the matrix structure of the Banking department the assignees and local members of the Turkey team and HQ based bankers assigned to work on Turkey.
- A recognised team player, able to achieve impact through influence as well as through direct hierarchical relationships.
- Familiar with government organisations and Turkish legal structures including a well-developed understanding of the policy development and decision making processes of the Turkish government, particularly with regard to the main sectors of EBRD’s involvement (essential)
- Comprehensive understanding of policy issues associated with the Bank’s mandate and strategy in Turkey.
- Bachelor’s degree. Master’s degree preferred or equivalent experience in the areas of expertise.
- Strong quantitative/numerical skills are critical with the ability to interpret financial information and design and critically review financial models.
- Computer literacy, conversant with Microsoft Office and spreadsheet packages including financial analysis and modelling modules.
- Excellent understanding of relevant systems and processes.
- Coaching, mentoring & leadership skills.
- Relationship management and negotiation skills. Ability to work to deadlines and under time pressure.
- Excellent written and oral communication skills in English. Good command of Turkish language is essential (native speaking a strong advantage).
Experience & Knowledge:
- Extensive years of relevant government, IFI or financial industry experience.
- Experience in leading policy engagement and implementation, articulating policies and strategies and representing an organisation with government and local authorities, EU, EIB, the business community, donors and media.
- Experience in building credible contacts in the political, business and civil society circles.
- Experience in managing teams and demonstrated leadership skills in managing people and teams.
