We are looking for a Finance & Operations Coordinator within the Eurasia & North Africa team. You will be responsible for the operational services (Finance, Liaison, HR, Logistics, Administration and Security) of the Tearfund Iraq programme implementing Tearfund’s financial systems and procedures and for office administrative and logistic management. A priority will be liaising with government officials, partner organisations, churches and legal counsel ensuring high quality government and financial (audit) reporting. You will represent Tearfund as required to partners, churches and donors. You will also have some operational responsibilities for our work in Afghanistan.

The role has 3 elements:

Finance: ensuring compliance with Tearfund’s internal financial policies and procedures and donors rules and regulations; cash flow management; country taxes and statutory reporting ;budgeting and financial reporting ;audit support ;ensuring correct process and compliance of hard and electronic files ;verifying partner finance reports and supporting documents ;provide training to partners on financial reporting and other financial compliance according to the Tearfund standards and partner assessments.

Liaison: developing and managing good professional relationship with relevant authorities, community leaders, partner organizations, churches and other stakeholders in Iraq; representing Tearfund NGO/DNGO offices; developing and maintaining a network of contact details for UN agencies, other INGO liaison/security personnel; maintaining an up-to-date understanding of government requirements and processes for travel and project implementation and ensuring Tearfund compliance; ongoing processing of Tearfund’s registration.

Administration, HR, Logistics & Security: Payroll; keeping staff electronic and paper files updated and secure; recruitment; country induction; Erbil office management and internal audit process for Iraq and Afghanistan; ensuring that the procurement of goods and services is carried out within Tearfund and Donor regulations/requirements; providing support to Tearfund visitors to Iraq including preparing visas and work permits; vehicle log book maintenance; assessing security and other risks to Tearfund in Iraq and Afghanistan and providing monthly and ad hoc briefings; working with the Cluster Security Advisor to develop, update, and implement country-level health, safety, and security plans.

The ideal candidate will have:

  • A degree and/or equivalent qualification in a support function (Finance; HR/Admin; Logs)
  • Extensive post qualification experience
  • Previous experience in a similar role and working with an INGO.
  • Experience in Accounting/Treasury management
  • Managing cash books and paying petty transactions experience
  • Worked with accounting, HR and Finance Policies & Procedures
  • Experience of external representation and engagement with stakeholders of different levels including liaising with government authorities in Iraq/KRI
  • Procurement and Logistics experience
  • Experience in gathering and analysing security information and recommending appropriate actions
  • Payroll management
  • Procurement experience
  • Fluent in spoken and written Arabic and English

Salary package: Basic salary 41,942,880 IQD

The recruitment process will include specific checks related to safeguarding issues. In addition, personal identification information will be submitted against a Watchlist database to check against criminal convictions as a counter-terror measure.
