Project Description
ENHANCER Project’s overall objective is to contribute to the socio-economic inclusion of Syrians under Temporary Protection in Turkey to the LHCs through improving employment and livelihood opportunities.
In more details, specific objectives are:
- to increase the entrepreneurial activity of the SuTPs and the LHCs by providing an enabling environment and support in creation of new products and markets, which are tradable beyond the local market.
- Local entrepreneurial ecosystems are more effective and inclusive for the SuTPs and the LHCs.
- Policy development related to socio-economic integration of SuTPS and coordination of the implementation of those policies are improved at the national, regional and local levels.
- Employment opportunities of the SuTPs and local host communities to be increased through strengthening the performance of the market operators.
Project’s target groups are:
- Potential and existing entrepreneurs among the SuTPs and LHCs who are engaged in locally selected products and services,
- National level institutions related to entrepreneurship, development as well as migration policy and implementation,
- Local institutions which provide services to entrepreneurs,
- SMEs and cooperatives which have potential to create new job and livelihood opportunities.
Ultimately, SuTPs and LHCs host community entrepreneurs in general and SuTPs and LHCs host community labour force are among final beneficiaries of the ENHANCER project.
The project is being funded by the European Union for 48 months, starting on January 2020 and ending as of December 2023.
Background
Increasing number of SuTP`s in Turkey over the last decade has gradually shifted Turkey`s policy orientation from short-term and humanitarian/basic needs-based focus to a more comprehensive migration-sensitive policy approach. Accordingly, socio-economic inclusion of SuTPs to the LHCs remains as a key area considering the local and regional migration policy framework. As outlined in the Updated Strategic Concept Note for FRIT-II released in late 2018, entrepreneurship has been set as a strategic subject for intervention in enabling refugees and host communities have access to dignified sustainable livelihoods. Therefore, entrepreneurship opportunities for SuTPs and LHCs needs to be developed and encouraged taking into account regional characteristics and local market needs while these are also empowered on the central and local level policymaking.
Main Project Activities
- Basic and technical skills training for potential entrepreneurs,
- Matching potential and existing entrepreneurs, SMEs and cooperatives,
- Mentoring for potential and existing entrepreneurs, SMEs and cooperatives,
- Grants for establishment of local entrepreneurship community hubs,
- Grants for start-ups
- Grants for local institutions to improve their services for the entrepreneurs,
- Grants for supporting cooperatives for new job opportunities
- Grants for supporting for Small-Medium Enterprises for new job opportunities
- Technical assistance to national level institutions in managing economic development and migration nexus
Short-Term Expert Involvement
The ENHANCER project offers 3 grant programmes (Activities 4.1, 4.3, 6.1) that will be implemented in cooperation with the Ministry of Industry and Technology -Directorate General Regional Development Agencies and 10 regional development agencies in each of 11 provinces. These provinces are Istanbul, Ankara, Izmir, Bursa, Adana, Konya, Sanliurfa, Gaziantep, Mersin, Hatay and Kayseri.
Short Term Experts (STE) who will be recruited, as assessors will provide support to the Evaluation Committee during the evaluation process of applications related to grant call for proposals as mentioned above
Expected Tasks of the Experts are:
- To be a non-voting member of evaluation committee
- To verify-check administrative eligibility of applications
- To assess applications
- To present and report results to Evaluation Committee in several phases of the process
In total 26-30 short-term expert will be recruited as assessors for three grant programmes as listed in below:
1) SME Support Grant Scheme for Job Creation
2) Local Common Use Facilities
3) Capacity Development for Ecosystem Institutions
Duty station for these tasks will be Ankara Turkey.
Desired Profile of Experts
- Minimum 6 years of overall professional experience
- Proven reporting experience,
- Previous project assessment experience including minimum 3 grant schemes,
- Minimum 3 years of sectoral experience in Innovative and high-tech value chains (Software, design, e-commerce etc.), Machinery and equipment and metal manufacturing and repair, Textile and ready garment, Agriculture/food, Furniture, Shoe-making will be an asset,
- Experience in PCM, project writing, project management, entrepreneurship and private sector development will be an asset.
- Experience with EU grants evaluation, work experience with PRAG rules and regulation will be an asset.
- Proficiency in Turkish/English.
