PRESENTATION OF THE ORGANIZATION
SOLIDARITES INTERNATIONAL is a well-recognized emergency humanitarian actor operating in Iraq since 2017 with strong expertise in WASH sector providing support to most vulnerable population affected by displacement and conflict. The organization has had a continuous presence in Mosul areas (including the suburb Muhallabiyah) and refugee camps in Dohuk governorate (Gawilan and Bardarash camp)
Goals /Aims :
- The Deputy Program Manager Water, Sanitation & Hygiene will coordinate the WASH teams and activities in the field as instructed by the WASH PM/PM and will ensures technical standards are met to all activities implemented by the field teams under his/her direction.
- He/she will provide support in designing, implementing and monitoring all WASH related project activities implemented by SI
- He/she will provide regular reports on the progress (including monitoring and evaluation follow up) of all WASH activities to the WASH Program Manager (WASH PM) / Program Manager
Principle duties:
The DPM WASH will be required to:
Team Management
- Participate in the recruitment of national technical staff in the field
- Organise regular meetings with program teams
- Optimize tasks distribution as per staff’s capacity and potentials
- Supervise and monitor potential conflicts within the teams and inform the WASH PM / PM in case of a problem
- Identify and report any training needs for the teams to the program manager and actively participate in Training of Trainer (ToT) workshops.
- Assist/lead the implementation of training and capacity building of the team
- Partake in the assessment of team performance
- Monitor the teams to ensure that they are adhering to health and safety regulations
- Ensure all staff complies with SI security procedures while carrying out all activities.
Implementation and Monitoring of Activities
- Plan WASH activities in collaboration with the field team after consultation with the WASH PM / PM.
- Oversee the implementation of activities/projects to ensure SI is meeting its deadlines and maintaining technical standards.
- Revise activities bill of quantities in collaboration with WASH PM / PM.
- Regularly visit the activity sites to oversee the implementation of works.
- Support the WASH PM / PM with the identification of HR needs, logistical and financial resources needed at different stages of the activities/project.
- Identify any risks and constraints related to the activity/project and propose alternate strategies to the WASH PM / PM.
- Assist the WASH PM / PM to improve any activities/projects in the field.
- Ensure that the safety of persons and equipment at intervention/project sites is guaranteed.
- Assist the WASH PM / PM in the updating of tools for monitoring and forecasting financial, logistical and operational programs.
- Participate to the monitoring and evaluation of SI’s projects (activity indicators, program result, activity progress and context monitoring)through the design, follow up and report of SI monitoring and evaluation tools
Assessment and Design of New Projects
- Participate in the identification of new areas for intervention.
- Participate in the design of program activities and related human and logistical needs for new programs.
- Participate in technical WASH assessments.
Reporting/communication/representation
- Partake in the drafting of a number of administrative documents (e.g. MoU’s) to be signed jointly with local authorities, communities and/or partners.
- Immediately report any problems or information that could affect the projects/activities or the security of the teams to the WASH PM / PM.
- Ensure the collection and compilation of information about the progress of projects/activities from the field officers.
- Prepare and submit weekly update reports on the progress of projects/activities to the WASH PM / PM.
- Actively participate in weekly meetings with the team and the WASH PM / PM.
- Ensures that all program-related documents and files are sent to the WASH PM / PM and correctly filled as per SI archiving procedures.
- Upon request, represent SI on behalf of the WASH PM / PM and collaborate with relevant bodies: local authorities, camp management, beneficiaries, other WASH actors, health facility authorities etc.
PROFILE FORSAKEN
Studies: Master degree in WASH engineering, civil engineering or hydrogeology
Experience: At least 3 years managing wash project in NGOs or private sector
Languages: Arabic and English Fluent
IT: advance user in Excel, proficiency in GIS is a plus, Autocad or similar
