Mandated by the communion of the LWF to carry out effective and empowering programing addressing human sufferings, injustice and emergencies, LWF World Service works with and for vulnerable and crisis-affected populations to achieve justice, peace and sustainable lives.

 

LWF Iraq has worked in Northern Iraq / Iraqi Kurdistan since 2014 and has been registered with the Kurdistan Regional Government since 2015. It has offices in Dohuk and Erbil.  As an active member in WASH, Livelihood & Social Cohesion and SGBV/Protection Working Groups, LWF Iraq cooperates closely with relevant UN agencies, other INGOs, local NGOs and local authorities. All LWF Iraq ongoing programs in the field of WASH, Protection (PSS), Peace-building and Livelihoods contribute to the Iraq Humanitarian Response Plan and comply with the Core Humanitarian Standard. LWF currently implements activities in the areas of Dohuk and Nineveh Governorates. Through partners, LWF Iraq has reached Salah Al-Din, Bagdad and Anbar Governorates serving IDPs, returnees and host communities in and outside camp settlements.

 

Scope of work:

The WASH Associate effectively lead and coordinate the implementation of WASH project in line with the objectives, budget and timeframe laid down in the proposal. The role also includes in developing trend analysis, information dissemination and referrals according to the standards in related to WASH interventions. Guarantee the Ensure qualitative and timely planning, implementation and monitoring/evaluation of LWF WASH activities in compliance with Sphere standards.

 

Roles and Responsibilities:

 

Identification and assessment:

  • Responsible for designing the assessment tools and oversee the quality of assessment.
  • Participate in of technical assessment of WASH facilities in the targeted locations and validate the information collected.
  • With support of WASH officer; review and validate the technical feasibility, scope of work, Bill of quantity for assessed location.
  • Assist WASH officer in reviewing the assessment report, provide technical inputs for improvement.

 

Project activities implementation:

  • Assist the WASH officer in the supervision of WASH project activities in Mosel, Hatra, and Sinjar – districts.
  • Direct monitoring and follow-up of activities related to water, and hygiene promotions.
  • Quality control of WASH materials/supplier providing by suppliers/partners, Site management: general supervision of contractors works to ensure quality, ensuring the safety of construction sites, community participation, Validate the progress, liaise with administration / logistics to ensure smooth payment process
  • Ensure that planned field activities are successfully implemented according to LWF quality standards and Sop’s.
  • Actively participate all project activities implementation to make sure the implementation of activities as per proposal and technical guideline.
  • Track the activities progress in field and flag-out to WASH Officer if any activities if behind schedule.

Reporting:

  • Provide regular reports to the WASH Officer on the progress of the implementation of activities and on observations made during the field, particularly during the construction phases.
  • Support the WASH officer in the preparation of internal and external reports. He/she will be expected to provide feedback from the field.
  • Process data and information from field – ensure quality, consistency, accuracy, truthfulness, comprehensiveness of all collected data.
  • Ensure field level monthly/weekly work plan are received and reviewed.
  • Prepare all other report upon request by the WASH Officer.
  • Provide with suggestions on improvement of the work process as needed.
  • Support wash officer in beneficiary’s satisfaction survey and others when needed.

 

Integration, coordination, and transversal aspects

  • Represent the LWF in coordination meeting (WASH cluster, DOM, DOW etc.) at Sinjar, Hatra, and Mosel districts.
  • Ensure the integration of aspect related to gender, social cohesion, Health, child protection, environment, and other crosscutting issues to the implementation of WASH activities and ensure that activities consider the needs of specific groups and individuals, especially children, elderly and disabled people.
  • Work with other team members of ACT Alliance staffs (WASH and non-WASH) working in the same communities, to ensure the integration and complementarity of the different sector of the intervention
  • Perform any other work-related tasks assigned by supervisors.

Qualifications & Preferred Skills

Requirements:

  • Bachelor/Graduate degree in Civil/ Water Resources engineering, Environmental or public health engineering.
  • Minimum of 3 years’ experience in WASH sector and working with NGOs.
  • Knowledge of using AutoCAD and Archie CAD.
  • Experience of preparation of estimates/ BOQ
  • Good interpersonal skills
  • Good in speaking and writing in English (Perfect knowledge of local languages Arabic)
  • Computer illiterate, knowledge of Excel, Word and power point
  • Experience working with persons of concern (including internally displaced persons, refugees, and returnees).
  • Previously worked with people from different ethnics and backgrounds.
  • Relevant computer skills in Microsoft Office (Outlook, Word, Excel, PowerPoint), as well as advanced internet research and video editing software.  
  • Ability to travel throughout Dohuk, Erbil, Ninewa, and Baghdad governorates.
  • Ability to work in potentially insecure environments and challenging conditions.
  • successful in this role you must have: experience in management of a team and excellent analysis and reporting skills; with a high regard toward preserving confidentiality of work-related information and data.
