Context/Reporting line:

Despite the military defeat of the Islamic State of Iraq and the Levant (ISIL), Iraq remains at a critical juncture,

with a significant risk of the country backsliding into conflict. Alongside broader efforts to facilitate access to

durable solutions, the Government of Iraq (GOI) and its partners must grapple with the complex question of

how families with perceived ties to ISIL can be supported to safely return to and reconcile with their

communities, whilst minimizing the risk of future conflict and re-recruitment into extremist groups. At the same

time, the Iraqi authorities are still struggling to manage the fallout of the mass mobilization, which took place

to retake large swathes of the country’s territory from ISIL. Vast numbers of individuals who fought with the

Popular and Tribal Mobilization Forces (PMF and TMF) have now disengaged with a view to resume civilian

life in their areas of origin, but without socio-economic reintegration assistance, their return threatens to further

destabilize already fragile communities.

IOM has been conducting Information, Counseling, Referral System (ICRS) for young people in Iraq as an

integrated service including introduction to Mental Health and Psychosocial Support (MHPSS), referrals to

necessary services including MHPSS, protection and legal needs, capacity development, and livelihood support.

IOM now plans to develop a document that explains the concepts, contents of the programme, lessons learned

and key learnings of ICRS in Iraq for knowledge sharing within IOM and with external actors in various

locations in Iraq.

Under the general guidance of the Chief of Mission (CoM), the overall supervision of the Head of the

Community Stabilization Unit (CSU), and the direct supervision of Coordinator of CSU in close communication

with Programme Officer and Reporting Officer of CSU and M&E officer, the incumbent will perform the

following duties:

Core Functions / Responsibilities

1. Develop an outline of ICRS document (one for IOM’s internal knowledge sharing as SOP, another

one for external knowledge sharing with donors, aid agencies and other national and international

actors).

2. Collect lessons learned, good practices and other key features of ICRS implementation in Iraq (the

location may include Tel Afar District in Ninewah Governorate, Basra Governorate, Najaf

Governorate, Anbar Governorate, to be confirmed by IOM).

3. Complete the draft ICRS documents (both internal knowledge sharing and external knowledge

sharing).

4. Revise and adjust the draft ICRS documents based on feedback from IOM staff.

5. Complete the draft ICRS documents (both internal knowledge sharing and external knowledge

sharing) together with photos and design of the documents in communication with relevant IOM staff.

The assignment should be completed within 20 working days of signing the contract; and the

specific timeline for each deliverable will be discussed with the consultant, before the issuance of

the contract.

Applicants are expected to submit a brief financial proposal with their application. The financial

proposal should include professional fee and any foreseen expenses in relation to the assignment.

Qualifications & Preferred Skills

Education:

Master’s degree in conflict resolution, development studies, international relations or relevant area

from an academic university or institute.

Experience and Skills:

At least three years of experience in report writing.

Strong knowledge of programme design in post-conflict/fragile situations is an asset.

Strong experience on the socioeconomic situation in Iraq is an asset.

Languages:

Fluency in English is required.

Knowledge of Arabic, Kurdish and/or Turkman is an advantage.
