ROLE SUMMARY :
The job holder will be accountable for Supporting the Regional manager, the Country director and the programme management in strategy development of all projects.
SCOPE OF ROLE:
Reports to: Regional Manager
External Representation:
- Negotiation and representation with senior level representatives including government at national level and international donors.
Responsibilities
- Take a part in the strategic decision unit for Programming and MEAL issues.
- Develop, follow up, update and readjust projects work and time plan and follow up the work plan of the project according to the objectives, indicators, work plans and approved budgets under mutual cooperation between Head of Offices and Technical Managers in order to ensure that activities and indicators are achieved in a timely manner.
- Follow up on all activities, address difficulties encountered, and forward issues to the AAR Japan’s Management where necessary.
- Regularly visit field offices in order to work directly with Head of Offices in order to maintain in-depth understanding of the projects progress.
- Facilitate regular tracking of projects implementation, achievements and lessons learned (activities, indicators, impact).
- Responsible for proposal writing,donor reporting and liaisoning with donors.
- Fully understand and follow up on donor’s regulations and guidelines, and plan AAR Japan’s projects accordingly.
- Keep senior management informed of any projected inabilities to meet contractual obligations, report submission, and spend rates/significant budget variances.
- Ensure that robust monitoring and evaluation, accountability, quality data collection and analysis systems are in place, adhered to and used as a decision-making tool.
- Work closely with AAR Japan prgramme management Team to identify new initiatives and opportunities that respond to identified needs and the country strategy, in coordination with the Country Director and Program Managers.
Qualification & Requirements
Essential:
- Bachelor degree in relevant field of education
- 7 years of professional experience including 3 years in a relevant field and At least 2 year experience in humanitarian experience
- Experience of proposal writing for international agencies such as UNHCR, UNICEF, BPRM and others as first author.
- Ability to speak and write English fluently
- Ability to understand, create, review, correct and adapt budgets
- Strong ability to motivate, coordinate and build capacity of staff
- Ability to multitask with a wide range of activities
- Ability to make concerted decisions
- Experience/ability to influence internal and external stakeholders
- Experience/ability to write, review, correct reports and to ensure that any report submitted is of the highest quality
- Ability to work collaboratively with colleagues
- Excellent personal organizational skills, including time management, and ability to meet deadlines and work under pressure
- Willingness to travel and work in difficult environment
Desirable
- Master degree in relevant field of education
- 10 years professional experience, including 5 years in a relevant role and at least 3 years humanitarian experience
- Experience of winned proposal writing for international agencies such as UNHCR, UNICEF, BPRM and others as first author.
- Technical expertise in Protection programmes planning and implementation’s monitoring and evaluation.
- Ability to speak and write Turkish or Arabic
- Ability to create vision and strategy and to inspire people to follow his/her leadership
