Job mission
Under the authority of the Head of Office and the overall supervision of the Head of the Anti-trafficking Division and the Unit in charge of the Anti-Trafficking co-operation projects of the Directorate General of Democracy, the Senior Project Officer will carry out multiple assignments to help meet the overall and specific objectives for the implementation of the Action “Strengthening the Human Rights Protection of Migrants and Victims of Human Trafficking in Turkey” in co-operation with donors, partners and other stakeholders, and in compliance with the organisation’s regulations and/or donor requirements.
Key activities
The Senior Project Officer performs the following key duties in close co-operation with the Strasbourg-based Project Officer and the Project Manager, and in accordance with the Organisation’s procedures, guidelines and priorities, with a concern for quality, efficiency, accuracy and confidentiality:
- oversees and co-ordinates the Action’s activities in line with the Tri-annual Plan for Action (TAPA) for Turkey and in close co-operation and consultation with the Head of the Anti-Trafficking Division, the Unit in charge of the Anti-Trafficking cooperation projects, and the Horizontal Facility Co-ordinator (ODGP);
- supervises the Action’s overall implementation, including the Action’s workplan and budget, involving but not limited to the organisation of large-scale events, roundtables, webinars, awareness raising campaigns as well as trainings to be provided to representatives from public institutions;
- makes contacts and ensures communication with the Action’s national consultants, services providers, grantees and other relevant parties relevant to the implementation of the Action’s activities;
- takes initiative to build relationships and identifies networking opportunities with local stakeholders to multiply the impact of the Action;
- carries out research work for drafting documents relating to the Action and performs proofreading when relevant;
- contributes to monitoring progress, evaluates results, identifies appropriate adjustments, if necessary, and contributes to project reporting to meet contractual obligations;
- contributes to the results and achievements and advises the Project Officer and Project Manager about risks and problems encountered; suggests adjustments as necessary;
- ensures the Action’s budgetary follow-up and financial overview ;
- oversees the implementation of the Action’s communication plan and contributes to raising the visibility of activities in line with the specific requirements related to the Horizontal Facility; drafts web news items and press releases, provides inputs for relevant Newsletters and social media, by disseminating information and by providing advice and input on publications and other media activities;
- ensures that decisions and correspondence are properly documented and filed;
- undertakes official journeys in connection with activities described above;
- carries out other tasks relevant to the implementation of the project.

Additional information:
Employment is limited to the duration of the Action, currently ongoing and ending on 31 December 2022.
Please note that the remuneration for this position is 14 529.59 TRY (gross monthly salary).
Information about the project:
Preventing and combatting trafficking in human beings is one of the priorities of the European Union and the Council of Europe cooperation programme Horizontal Facility for the Western Balkans and Turkey. The overall objective of the programme is to contribute to increased compliance of the beneficiary countries with the Council of Europe strandards and the EU acquis in the areas of rule of law, democracy and human rights.
The overall aim of the Action on “Strengthening the human rights protection of asylum seekers, migrants and victims of human trafficking in Turkey” is to improve the implementation of the Council of Europe Anti-Trafficking Convention and further strengthen the Turkey‘s national capacities to prevent and combat trafficking in human beings, as well as to protect the rights of victims. All the Action’s activities and interventions draw on the recommendations made by the Group of Experts on Action against Trafficking in Human Beings (GRETA) in its first evaluation report on Turkey.1
Eligibility criteria
This local recruitment procedure is open to applicants already present in Turkey.
Only applicants who best meet the following criteria will be considered for shortlisting.
Qualifications:
- Completed full course of general secondary education and appropriate professional qualifications;
- A university degree in a relevant field (e.g. political science, international relations, communication, etc) is
an advantage.
- At least five years of relevant professional experience contributing to the implementation of assistance and co-operation projects in the area of human rights at national or international level, including the management of financial resources.
Language requirements:
- Excellent knowledge of Turkish (mother tongue level);
- Very good knowledge of one of the official languages of the Council of Europe (English).
Nationality:
- Nationality of one of the 47 Council of Europe member states.
Age:
- Under 65 years of age at the closing date of the vacancy notice.
