  1. Role and responsibilities

The purpose of the Support Coordinator is to coordinate the support functions at Area Office  and load- off the support Manager on support functions.

The following is a brief description of the role.

Generic responsibilities

  1. Line management for support staff, finance, Admin & HR, Logistics and ICT
  2. Member of the Area Management Group
  3. Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements
  4. Provide input on operational support to Area Plan of Action, and to coordinate and align operational support with programme plans at Area level
  5. Responsible for ensuring quality support to project implementation.
  6. Facilitate Area Support Budget, area level budgets, including support cost
  7. Responsible for Implementation of new country specific technical SOPs, guidelines and tools in Area(Support functions)
  8. Responsible for technical capacity building of support staff (Logistic, finance, Admin & HR and ICT)

 

Specific responsibilities

  • Ensure that logistics, finance, admin/HR and ICT operations are in line with NRC’s logistics policies and procedures and donor requirements.
  • Identification of logistics, finance, admin/HR and ICT needs and establishment of logistics structures, functions and systems in new field locations if/when required.
  • Identification and obtaining of all resources (including personnel) required to ensure smooth functioning of field logistics, finance, admin/HR and ICT operations. 
  • Identification of suitable and reliable suppliers, vendors, providers and contractors of goods and services in support of program implementation in accordance with NRC logistics guidelines.
  • Establishment of accountable and functional in-bound and out-bound logistics and warehousing, finance, admin/HR and ICT systems and procedures.
  • Ensure vehicle utilization, maintenance, fuel consumption and monitoring and controls systems both at the area and field offices are in place.
  • Assess capacity building needs among logistics, finance, admin/HR and ICT staff in collaboration with the support and discuss actions for implementation.
  • Ensure that inventory reports are prepared as required internally by NRC and/or by donors (monthly, quarterly, and yearly).
  • Provide input for improvements/updates to existing policies and procedures and recommendations for new guidance and SOPs.
  • Provide ICT induction for all newly hired staff in Anbar Office
  • Ensure support function input is provided at project development stage, with the development of procurement and staffing plans to support the implementation of new projects in the area;
  • Liaising with ICT Team at CO Office for getting advice as and when needed
  • Assist the AM and PM/s for creating budgets and revision of budgets as and when needed.
  • Be responsible for budget tracking and controlling pertaining to all support cost.
  • Analysis financial information and prepare financial reports in accordance with generally accepted accounting principles.
  • Monitor and control all financial records properly (hard copy and soft version).
  • Verification of staff salary payroll, periderm, overtime, travel and other allowances.
  • Shall promote the exchange of information and cooperation with the relevant departments in SO as well as with support ASM , AMs & project managers.
  • Shall participate in all suppliers biding selection committees.

 

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Work closely with Support Manager Area Manager and Project Managers to ensure proper implementation of the day to day support function work;
  • Coordinate and work closely with HoS and Support Managers/functions in Country Office
  • Coordinate closely with CC Project Managers and Staff to ensure proper communications and work between program and support functions

 

Scale and scope of position

Staff:

Numbers and titles of staff directly managed by the postholder, and numbers of staff and daily workers/incentive staff responsible for overall in the unit (4 logistic, HR, and finance  officers  )

  • Fluency in English, both written and verbal

 

Context/ Specific skills, knowledge and experience:

 

  • Very good communication, negotiation and presentation skills
  • Controlling resources and managing teams  
  • Report writing and computer skills
  • Proven skills in designing and implementing training and development plans for teams
  • Fluency in English and Arabic, both written and verbal
  • Basra residents will be given preference
