The Design, Monitoring and Evaluation (DME) Assistant will support day-to-day implementation and monitoring of program activities in Iraq and KRI. Based in Erbil and reporting to Search Iraq’s Design, Monitoring and Evaluation Manager, the MEL Assistant will track DM&E responsibilities and deliver, ensure quality monitoring and evaluation, and strengthen the capacity of program and support staff to capture accurate and useful data that inform program implementation and results. This position requires regular travel to field project sites, to maintain regular contact with national partners and key local stakeholders, and ensure effective monitoring of program activities.

- Assist with the monitoring of partners’ deliverables and results.
- Assist the DME manager with quality assurance and timeliness of DM&E efforts in the Iraq program, as well as the program’s contribution to regional DM&E.
- Assist in ensuring progress on research activities, liaising with key local stakeholders and project partners.
- Participate in the development of a strong monitoring system and tools for the project and conduct regular monitoring of project activities to collect accurate and useful data that inform programming.
- Coordinate Monitoring and Evaluation (M&E) efforts, working with the Project Managers, SFCG’s DM&E Manager and local partners to document progress towards the project’s (un-)intended results.
- Conduct participatory monitoring activities and data collection and field visits as required through individual interviews, phone interviews, pre/post testing, focus group discussions, and community visits.
- Participate in reflection meetings with the program team and the DME manager to analyze monitoring findings and contextual updates and adapt programmatic approaches to maximize project’s results.
- Assist with communication and visibility aspects of the Iraq program, through written material, photos, the collection of success stories.
- Assist in drafting contract agreements with M&E consultants, experts or any contractors as needed for the projects, and accompany them in the field as needed.
- Support the administrative and logistical arrangements for the implementation of monitoring activities.
- Support the development and implementation of M&E plans and tools, as well as learning activities (e.g., reflection sessions) throughout the project implementation in coordination with Iraq’s DME Manager to inform learning and best practices.
- Support Iraq’s DME Manager to run data management systems, spreadsheets and other data tools and ensure the quality of high-value data for accuracy, consistency and comparability and consolidate operational information as needed to support analysis.
- Support reporting and analysis of data collected on outcome indicators and feed into donors’ reports in addition to learning reporting that synthesizes good practices and lessons learned.
- Analyze data collected and share findings with key internal and external stakeholders.

- Education
- A Bachelor’s degree or equivalent certificate/diploma or similar qualification from a recognized establishment or equivalent experiences.

- Experience
- At least 2-3 years’ professional experience in a comparable position.
- Previous experience in community engagement and peacebuilding programming in Iraq.
- Demonstrated experience in working with youth and/or local decision-making bodies in Iraq.
- Demonstrated experience or knowledge of media production and the media landscape in Iraq.
- Strong experience in coordinating and planning community outreach activities.
- Proven experience in data collection and analysis as well as familiarity with M&E tools
- Strong knowledge of local context and dynamics in Iraq.
- Fluency in oral and written English and at least Kurdish or Arabic.
- Skills and Competencies
- Knowledge of participatory methods, mix-methods, outcome mapping and/or impact evaluation techniques;
- Demonstrated technical capacity to provide support and guidance to project staff on DM&E;
- Ability to work through stringent deadlines with acute attention to detail;
- Ability to coach and train others in M&E principles and best-practices;
- Demonstrated capacity to coordinate evaluations, including experience developing evaluation terms of reference and recruiting and managing consultants;
- Extensive knowledge of logical framework and results framework planning and evaluation methodologies;
- Motivated, multi-tasker and self-starter;
- Excellent interpersonal and networking skills, as well as the ability to conduct professional relationships;
- High standards of integrity, professionalism, and impartiality;
- Able to work independently and effectively in a team environment;
- Proficient in use of Microsoft Word, PowerPoint, and Excel, Pivot Tables, Access, as well as web browsers;
- Fluency in written and spoken English, native-level Arabic or Kurdish desired;
- Experience working in INGOs and specifically in conflict/fragile state environments;
- Advanced knowledge of MS Office and particularly Excel;
- Knowledge of SPSS, STATA, or Access is an advantage;
- Willingness to upskill as required by the tasks to be performed.
