We are seeking to employ a candidate for the following position:
MEDICAL DOCTOR

Main purpose of the job:
Provide outpatient and/or inpatient medical care to patients/beneficiaries according to adapted and updated medical knowledge, MSF protocols, values and universal hygiene standards to improve the patients/beneficiaries health conditions.
Accountabilities:
- Apply medical knowledge and skills to diagnose and prevention. Carry out outpatient and inpatient consultations, prescribing the necessary treatment respecting MSF protocols.
- Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood
- Follow up the evolution of the hospitalized/IDP patients, through daily visits , consultations and examinations, prescribing the necessary treatment following MSF protocols, deciding whether they can be discharged or transferred to other departments – in collaboration with other doctors- and informing their family about the patient’s evolution
- Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hygiene standards
- Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication of the patients illness, medical error and monitors the proper functioning of the department, equipment or material
- Ensure ongoing training of the medical/paramedical multidisciplinary team in order to optimize the quality of care
- Knows and ensures all MSF medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control. Ensures professional confidentiality is respected
- Manage the team under his/her direct responsibility according to MSF HR policies and procedures, supervising their performance, organizing and scheduling shifts and rotations, directly participating in emergencies and on calls if necessary.
- Management of patients presenting/admitted in COVID-19 Isolation, respecting MSFs Covid-19 guidelines.
- Keep the patients and caretaker/ informed about patients progress and plan esepcially on referral, palliative care, discharge etc.
- Together with Expat Doctor, take lead in the ward round, taking into account the nurses report regarding the patient, and giving clear documented orders on subsequent management of the patient. Proper documentation of patients files for smooth continuity of care and easier data collection
- Respect and observe IPC and particularly Covifd-19 measures at all times in the centre. Knows and ensures all MSF medical protocols are followed, rducing bio-hazard risks and improving infection control. Ensures professional confidentiality is respected
- Adapt MSF infection control/prevention rules for Covid-19 to our local setting and, in cooperation with nurse supervisor, enforce adherence.
- Adapt MSF Covid-19 guideline to our local setting, taking into account updated scientific evidence. The experience of the expatriate ER MD in the already existing Covid-19 isolation area can be built upon.
- Ensure adequate staffing with appropriately qualified national staff doctors 24/7; in particular, participate in the selection of national staff doctors.
- Admistrative tasks such as Rosters for the doctors, objectives and appraissal, leave planning etc.
- Instruct and supervise national staff doctors examining and treating Covid-19 suspicious cases in the screening area, ensuring differential diagnoses are considered.
- Instruct and supervise national staff doctors attending to Covid-19 suspected and confirmed cases who require oxygen therapy inside the Covid-19 treatment area, ensuring applicable guidelines are adhered to and concomittant disease (in particular, diabetes mellitus, hypertension, congestive heart failure, COPD, asthma) is treated.
- Attend to vital medical emergencies in the Covid-19 screening and treatment area; instruct and supervise national staff doctors in management of such emergencies.
- Be on call for medical advice, emergencies, and authorisation of ambulance movements during the night and weekend, conceivably taking turns with the expatriate ER MD and also for the emergency room.
- Ensure, in collaboration with lab supervisor, PCR results are received and reacted upon, and, in collaboration with health Promotion staff, are communicated to patients.
- Ensure patients with confirmed and suspected Covid-19 are separated in different wards.
- Supervise and ensure proper, accurate and complete documentation of all consultations and treatments.
- Ensure timely referral of patients who require a higher level of care, in cooperation with our medical liaisons in Mosul and Duhok (for Talafar).
- Ensure patients who no longer require in patient treatment are discharged on proper medication.
- In collaboration with data entry specialist, collect and evaluate statistical data, in order to early react to the future development of the Covid-19 pandemic in Sinjar district.
- In collaboration with the expatriate ER MD, supervise national staff doctor resposinble for national staff health.
- Timely identification of patients needing referral and clearly following the referral system/protocol in place.

– Essential: minimum 2 years of experience as a Medical Doctor or in clinical work (can be within medical training) including at least 1 year Mandatory “internship” with DOH – Essential: experience in ICU or ER, minimum 1 year – Desirable: experience in COVID Cases Management – Desirable: previous experience with MSF or other NGOs in similar context

MSFCH will manage COVID-19 Isolation centre in Sinuni General Hospital, Sinuni District, Covid-19 Isolation Centre, in order to support DOHN’s response to COVID-19 pandemic by providing lifesaving intensive care for COVID-19 confirmed severe cases.

As a part of the MSFCH team, you will be directly exposed to potential contact with COVID-19 patients. Therefore, all interested candidates must ensure not to have any medical pre-existing condition that would make them more vulnerable in case of contamination of the virus.
COVID 19
Coronavirus disease (COVID-19) is an infectious disease caused by a newly discovered coronavirus. You can be infected by breathing in the virus if you are within close proximity of someone who has COVID-19, or by touching a contaminated surface and then your eyes, nose or mouth. People with the following pre-existing medical conditions are more vulnerable to develop complications from this disease:
– Age > 60 years old
– Obesity and Severe Obesity – BMI >30 and ≥ 40
– Diabetes
– Cardiovascular Disease, including hypertension, coronary disease, arrhythmia, heart failure
– Chronic lung disease (including asthma, COPD, TB), heavy smokers
