Program / Department Summary

Mercy Corps has provided critical assistance in Iraq to some of the country’s most vulnerable populations during a period of tremendous upheaval. Operational in Iraq since 2003 – and with a current annual budget of almost USD $75 million from programs funded by governmental and intergovernmental agencies–the country team is in the midst of a sustained emergency response while simultaneously engaging in long-term development programming. We are now searching for an experienced professional to elevate our vision and bring our research and learning activities to the next level.

GENERAL POSITION SUMMARY

The Program Officer will facilitate and support the  Joint  Community  Committee (JCC), established  under  Phase 1,  to  create  the  JSC.  The  role  of  the  JSC  will  be  to  work  towards planning and managing the roadside market  and network  with  local producers in Solagh  village to  get  the  necessary buy-in  from  market  and  government actors  for  the  establishment of the market. The JSC will be composed of 10 members (5 male, 5 female) who are representative of community leadership, including government officials, mukhtars, community leaders, and members. 

The JSC members will include a combination of JCC members and additional community members to be identified/established .

The main objectives of the JSC will be to:

  1. Support and reinforce community-level leadership to ensure coordination, collaboration, complementarity, and strong coherence to plan the establishment and management of a local roadside market; and
  2. Encourage inclusive participation of women and child-led households and other Vulnerable groups in the decision-making process.

 

 Essential Job Responsibilities:

  • Implement and organize program activities in Sinjar according to the work plan.
  • Regular site visit to the program implementing areas to follow program activities implementation.
  • Work together with Senior Program Officer and Program Manager to implement Mercy Corps will work with the community towards the goal of establishing systems, structures, and a supportive enabling environment (including attention to social cohesion)
  • Regular site visit to the program implementing areas to follow program activities implementation.
  • Work together with local government and local partners to facilitate and coordinate the program activities implementations.
  • Work together with local government to facilitate and coordinate the program activities implementations.
  • Work closely with local community of Sonony to establish the community committee according to selection criteria, assess their capacity and capacity building of program participants.
  • Submit monthly and weekly activities progress report for program implementation to Senior Program Officer.
  • Support in the documentation process for program activities.
  • Prepare additional reports/presentations/statistics as needed.
  • Attend project related meetings and trainings.
  • Abide by all security protocols.
  • Disseminate and document success stories of program
  • Conduct him/herself professionally and in such a manner as to bring credit to Mercy Corps and not to jeopardize its humanitarian mission.
  • Any other duties as assigned by the supervisor

 

ACCOUNTABILITY: Accountable to Position Description, MC HR Manual, and Code of Conduct Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

SUPERVISORY RESPONSIBILITY: N/A

REPORTS DIRECTLY TO: Senior Program Officer

WORKS DIRECTLY WITH: MEL Unit, Program staff, field-based logistics and finance teams, and other MC team members.

Knowledge and Experience

  • Bachelor’s degree or equivalent.
  • At least 2 years of work experience with an INGO / local NGO in peace building programs
  • Prior skills in delivering training/events is a plus
  • Prior skills in data collection.
  • Demonstrated success working effectively and respectfully with multiple stakeholders including the private sector, local authorities and partners in complex environments.
  • Successful and proven negotiation, communication and organization skills
  • Computer skills – Word and Excel desired
  • Language skills – Arabic, English desired
  • Ability to work and interact with a diverse staff from different ethnicities and backgrounds
  • Ability to conduct oneself with sensitivity and respect toward others

Successful candidates should meet the education and experience requirements in the position descriptions for the On Boarding and Capacity Building Officer.   

S/he must be self- motivated, creative, tolerant, and able to work in difficult, stressful environments and follow Mercy Corps procedures. S/he must respect diversity and gender equality at the workplace.
