About the job

 

  • Oversee the delivery of all MPCA and livelihoods programmes across designated area of responsibility through effective work planning and adherence to technical standards. Ensure high professional standards and effective management practices are in place. Always maintain integrity and transparency within and across teams at all times.
  • In coordination with the sector Coordinator and partners from the Cash Consortium of Iraq and the Iraq Cash Working Group, manage the delivery of cash transfers to impoverished households across southern and central Iraq. Ensure adherence to CCI interagency technical standards and best practices.
  • Manage the delivery of livelihoods programming across multiple areas of intervention using a variety of approaches and programme models, including productive safety net programming enterprise development and employment services, financial and business management training, and the like.
  • Ensure that standardized tools and processes are in place and complied with; raise and manage non-compliance issues as appropriate and needed.
  • Ensure that M&E frameworks and standards are integrated within the programme and regularly implemented. In partnership with the M&E team, ensure that the range of M&E processes are implemented on time, including: PDM and verification surveys for MPCA, follow up surveys for livelihoods beneficiaries, midline, and end line evaluations, where appropriate.
  • As part of effective programme management, ensure that spending and procurement plans are developed and adhered to in partnership with colleagues from Finance and Logistics teams. Serve as the budget manager and programme focal point for spending and procurement within designated area of responsibility.
  • In partnership with the Livelihoods and Cash Coordinator and the programme team, ensure that technical standards are continuously updated based on evidence and learning processes.
  • As part of efforts to uphold professional standards of integrity and transparency, provide constructive feedback to staff under direct management. Hold staff accountable for programming and roles and responsibilities at all times.
  • Ensure capacity building plan is in place for national staff, according to position and level of responsibility.

Main Responsibilities:

Programming

  • Development, coordination, planning, implementation, monitoring and reporting to donors and other relevant humanitarian actors
  • Supervision and coordination of livelihood programme staff
  • Monitoring of project(s) expenditures
  • Conduct assessments and fact-finding missions to set up new or follow-up projects
  • Assisting in the preparation of project proposals for external donors and negotiate/defend them, conceptualizing and developing sectoral and local strategies in close co-operation with the Area Manager
  • Assisting in developing new programme initiatives and fundraising
  • Ensure that the Livelihood programmes are implemented in accordance with DRC standard regulations and operational procedures
  • Ensure that at all times contact with beneficiaries, target groups and representatives of authorities is conducted in a sensitive and respectful manner
  • Supervise implementation of the projects via monitoring and evaluation

Representation and coordination

  • Cultivate good relations with key humanitarian actors in the Livelihood Sector, including UNHCR, INGOs and donors, through regular attendance at technical meetings/clusters and bilateral meetings
  • Liaison and close coordination with UN agencies, NGOs, government authorities and non-state actors

Ensure that timely and quality project narrative reports are provided to the donors on time according to donors’ requirement

As Manager the post-holder is responsible for the following:

  • Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility
  • Accountable for making significant decisions on what the unit does: its purpose, functions, and role, and for making commitments and decisions that require the expenditure of significant unit resources.
  • Accountable for people management of direct reports, generally at least 3 employees. This includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.
  • Accountable for making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRC

About you

  • At least 3 years of experience working with non-governmental organizations
  • University degree, preferably a MSc in Social Sciences, Economics, Development Studies, or similar field is required.
  • Fluent in Arabic and English
  • Demonstrated project management experience & Experience in managing projects requiring multi-stakeholders engagement
  • At least one year of demonstrated work experience with communities conducting community dialogue facilitation exercises
  • Demonstrated ability to provide trainings and build capacity of other staff using positive learning techniques.
  • Demonstrated experience in programming engaging youth
  • Strong analytical skills
  • Strong organizational skills
  • Computer literacy (Microsoft Word and Excel)
  • Highly self-motivated and able to work autonomously
  • Demonstrated interest in humanitarian work and supporting people effected by conflict; previous experience in delivering humanitarian programming is a strong advantage.
  • Knowledge of gender and protection mainstreaming; a commitment to apply an age, gender and diversity (AGD) approach to programming.
  • Strong analytical and communication, negotiation, advocacy and diplomacy skills; effective in representation and liaison with external parties.
  • Strategic thinker with the ability to quickly develop good insight and understanding of the political environment of the country.
  • Education: (include certificates, licenses etc.)University degree, preferably in social sciences.
  • Language : Flunet in English (written and spoken), and arabic.
