COMMUNICATION OFFICER
Location: Erbil, Iraq
Starting date: October 2021
Period of implementation: 6 Months, Renewable
Expertise France is a French public agency under the tutelage of the French Ministries of Foreign Affairs and Economy and Finance with a strong inter-ministerial vocation. Expertise France offers project engineering and technical assistance by developing and implementing international cooperation actions worldwide. The agency operates in various fields of development and institutional cooperation including safety and security reform, post-crisis/ stability, public health, human rights, strengthening of institutions and NGOs and governance. Carrying out large-scale, multi-stakeholder projects, Expertise France can ensure the cooperation between individuals, teams and institutions with very different statuses, cultures and specialties. Besides, Expertise France has acquired a sound experience in administrative and financial management of large-scale international projects and is accredited by the European Union for the management of delegated Community funds.
Context
Starting first quarter of 2020, Expertise France initiated a project aiming at promoting civic engagement, employment and entrepreneurship for youth in Iraq. This 24-month project will be implemented through 3 components:
- support to students of Mosul and Ninewa universities: Students of Mosul and Ninewa Universities have access to more efficient career guidance services and to concrete opportunities for professional work experience, employment, and civic engagement (Mosul)
- youth civic engagement: Iraqi CSO are empowered to engage youth in community service projects and fostering dialogue with local authorities (Ninewa governorate)
- youth entrepreneurship: Youth entrepreneurship is encouraged through a network of accessible business incubators/accelerators programs for enterprises throughout the country (Baghdad, Mosul, Suleymanieh).
Through this program, Expertise France will promote opportunities for Iraqi youth to constructively engage in addressing social problems within their communities by creating a strategic link between local NGO, Mosul University Career Centers and local business incubators.
Promoting youth engagement in local civil society and fostering dialogues with local authorities, the project will enable youth to better engage local decision-makers to meet their expectations and reinforce the bond of trust between government and population.
Revitalising academic, social, and cultural life on the campus of the University of Mosul, the project will help restore the universities’ central role in producing knowledge and sharing ideas locally and nationally. By fostering job creation and providing livelihoods for young people in Baghdad, Mosul and KRG, the project will contribute to redress the impact of the current crisis and prevent future crises.
Expertise France is looking for a Communication Officer to support the implementation of the project through communication and visibility actions based in Erbil, with occasional travels.
Description of the Missions
Under the authority of the Programme Director, direct collaboration of the Project Manager and with operational relations with the agency’s Communication Unit at headquarters, the Communication focal point’s mission will be to develop and implement the project communication plan, inform the various project targets and give them an understanding of its activities, its issues and its outcomes, and give visibility to the action of Expertise France and its partners via the project activities.
Prepare and consolidate the project communication plan
- Produce/consolidate the project communication plan and its budget, in consultation with the project team, the donor and Expertise France’s Communication Unit.
- Ensure the visibility of Expertise France and the donor in the project communication, respecting the guidelines of the agency’s Communication Strategy, as well as the visibility and communication rules of donors and partners.
- Manage and monitor the project communication budget.
- Establish monitoring indicators for the communication activity and provide regular reporting to the project teams, the country representation and the Communication Unit at headquarters.
- Identify communication opportunities related to our activities in the field and in the countries in the region: prepare and share a project news agenda (signings, launches, events, missions and flagship activities, submission of key deliverables, closing and capitalisation) / outside the project – communication opportunities (international and national agenda, world days, elections, etc.).
Implement the activities of the communication plan
- Draft, translate and disseminate communication content and materials with contributions from the project experts and the various stakeholders (articles for Expertise France’s internal website and the project page, posts on social networks, press kits and releases, presentation brochures, reports, discussion points, advertising items, etc.).
- Produce communication materials and tools and manage stocks (leaflets, brochures, goodies, kakemonos, etc.).
- Disseminate communication materials and content to the project stakeholders, partners and target audiences, via the various media used.
- Organise project communication events (conferences, workshops, etc.) and organise the project representation during national and international events related to the theme (Expertise France events, but also forums, international conferences, partner events, etc.). Manage the preparation, content, logistics, invitations and capitalisation on these events.
- Manage relations with the local media (journalists in the country of operation): invitations, follow-up phone calls, press reviews, local press sheets, etc.
- Manage orders and relations with communication service providers (printers, audiovisual service providers, graphic designers, events agencies, etc.).
- Create and update a dissemination list for project communication.

Qualifications & Preferred Skills

- Higher education qualification, level Master’s in Communication/Journalism, International Relations;
- Ability to work fully in Arabic and English;
- Proven skills in intercultural communication, public relations, project coordination;
