The Opportunity
The Case worker is a member of Kirkuk FO – Child Protection team. Under the supervision of the CM Officer, the case worker is responsible for implementing activities focused on case management services for both first and second line response. She/he will ensure that project activities are consistent with Save the Children’s programming principles and approaches, draw on relevant best practices and lessons learned, enable children to attain their rights and are compliant with donor regulations.
In order to be successful you will bring/have:
KEY AREAS OF ACCOUNTABILITY:
Program Implementation: Under the direct supervision of the CP and CM Officer, the Case worker will:
First line response:
• Identify, document and respond to the most vulnerable and at-risk children, including unaccompanied and separated children.
• Conduct a rapid assessment to determine the most appropriate response to the child’s needs, including emergency alternative care for unaccompanied children.
• Assess any needs for urgent material support – specifically dignity kits, baby kits, clothing etc. for girls and boys. And refer to other agencies for Core Relief Items (CRI) if needed.
• Provide PFA to distressed children and caregivers
• Facilitate safe and confidential referrals to other service providers.
• Sensitise community focal points on CP case identification and safe referrals including UASC and GBV.
• In collaboration with the CP team the community mobilization officer is expected to develop community mapping tools (to identify Protection Risks and community based mechanisms/services in the targeted areas.
• Oversee the community mapping exercise in the communities in an engaging module for the most marginalized and vulnerable children and adolescents in the targeted communities.
• Coordinate and communicate with the acting stake holders including local authorities in Salah Edin Governorate and Building the capacity of the community and the other stake holders in community mobilization, behaviour changes, and communication for development.
• Support the development of a referral system for children and adults in need of specialized psychosocial services and link them with specialized MHPSS service providers.
• Prepare plans and budgets for all community mobilization activities and tailoring of virtual trainings in emergency situation when the accessibility to the communities and group sessions are hindered.
• Prepare reports with statistical and narrative information on the progress of the community mobilization and the protection programming in the target communities for the supervisor.
• Support the development of the CP campaigns and dissemination of advocacy messages through media and one to one.
• Work closely with the community in formation of child protection, Community Based Protection Networks committees and parent-teacher associations (activation, capacity building, follow up and regular meetings)
• Support the outreach child protection activities and implement sessions to increase community participation through mobile teams of volunteers.
• Ensure that communities are regularly involved in all phases of the programming
Second line response:
• Identify, assess, document, refer (to relevant services) and follow-up of at-risk children and families (case management) in an age and gender appropriate manner, following the case management guidelines and core protection principles
• Provide information and advice on existing services and how to access them.
• Work as a member of a team ensuring fluid communication of relevant information to make sure that a proper and high-quality management of the case is preserved
• Work in close collaboration with the community mobilisers to strengthen relationships with the community and to strengthen the referral system
• Facilitate, collect and report information regarding the overall situation of child protection risks, with particular attention to vulnerable/at-risk children
Data Protection
• Adhere to confidentiality and Save the Children data protection protocols
• Comply with all relevant Save the Children policies and procedures
• Carry out the responsibilities of the role in a way which reflects Save the Children’s commitment to safeguarding children
• Any other duties as assigned
Supervision:
• Supervise and Build the capacity of DOLSA social workers when applicable
• Supervise the team /conduct the service mapping and update the service directory accordingly, and disseminate it on the social workers.
• Review all assessed cases to determine whether they meet case management eligibility criteria
Monitoring and reporting:
• Contribute to daily and weekly reports and submit weekly reports concerning implemented outreach activities and cases and participate in weekly case conferences
• Conducting regular visits to relevant sites and Child Protection Spaces to identify with the support of volunteers and teachers at risk and vulnerable children
• Maintain files, registers, computer databases and records in paper or electronic format based on principle of confidentiality
• Ensure a child centered approach and always act in the best interests of the child.
• Any other tasks assigned by the supervisor.
Collaboration and Representation
• Represent Save the Children in a professional manner.
• Liaise with other stakeholders, including schools, local leaders, and partners and participates in relevant meetings
• Collaboration with other organizations in the area to maximize information sharing on relevant services available in the community
• Represent programming with local government, NGOs, communities and within SC as appropriate.

QUALIFICATIONS AND EXPERIENCE:
• Understanding of social welfare systems and child protection mechanisms
• Ability to write weekly and monthly reports
• Ability to work under pressure and willingness to work flexible hours when necessary.
• Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
• Knowledge and understanding of inter-agency standards and guidelines in child protection, including the Minimum Standards for Child Protection in Humanitarian Action.
EXPERIENCE AND SKILLS
Essential
• Experience working in child protection with children and families
• Strong interpersonal skills, ethical sensitivity and ability to empathise with children and their carers
• Experience in community mobilization and conducting outreach activities
• Understanding of social welfare systems and child protection mechanisms
• Good communication skills with fluency in written and spoken English, Kurdish and Arabic
• Ability to write weekly and monthly reports
• Ability to work under pressure and willingness to work flexible hours when necessary.
• Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
Desirable
• Experience in working in child protection case management
• Knowledge and understanding of inter-agency standards and guidelines in child protection, including the Minimum Standards for Child Protection in Humanitarian Action.
