Duties

Follows social media, provides analysis, drafts factual reports, and produces reporting cables on the broad range of political issues related to Syria and the ongoing conflict.  The incumbent must maintain a wide range of contacts among Syrian political, civil society, and military leaders inside Syria and among the diaspora.  Incumbent advises U.S. officers on a variety of sensitive political issues and related matters; briefs visiting officials on Syrian political developments and trends; and arranges appointments and provides interpretation as required, frequently serving as the de facto control officer for high-level visitors.  The position often requires work outside of office hours and occasional travel.  Incumbent provides input to Department of State annual reports, including the human rights report, trafficking in persons report, and religious freedom report.  The job requires deep and thorough knowledge of Syria and the Syrian opposition, keen perception, astute judgment, quick decision making, and an ability to assess the impact and interconnections of disparate developments.  Advanced diplomatic and communications skills are critical.  Incumbent must be able to work in a high-stress and fluid environment requiring collaboration and teamwork across a range of United States Government agencies and offices, particularly the Department of State, United States Agency for International Development, and Department of Defense.

Qualifications and Evaluations

Requirements:
EXPERIENCE:  Five years of progressively responsible experience in social science research and analysis, consulting, or public relations, preferably in the field of politics, is required.

JOB KNOWLEDGE:  Comprehensive knowledge of Syria’s political, economic, and social structure, historical development, key political and opposition figures, regime and opposition foreign policy, and the evolution of the current Syrian conflict and regional dynamics.

Education Requirements:
    • Four-Year University degree in political science, international relations, or a related field required.
Evaluations:
LANGUAGE:  Fluent reading/writing/speaking English and fluent reading/writing/speaking Arabic are required.  Complete command of formal written Arabic required.  This may be tested.

SKILLS AND ABILITIES: Ability to express ideas verbally and in writing fluently, concisely, and quickly; ability to effectively use Microsoft Office suite.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Consulate General in Istanbul, Turkey may receive a compensation package that may include health, separation, and other benefits.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
