CMN is a department of the Centre for International Law Research and Policy (CILRAP), an international non- profit organisation, registered in Belgium. CMN seeks to support national and international actors, who work on criminal accountability for core international crimes and serious human rights violations, by providing access to databases, legal information and expert legal advice.
Purpose of the role
The Legal/Technical Analyst will be a project-based consultant who will form part of a core team responsible for the customization of the Investigation Documentation System (I-DOC), an open-source evidence-management and analytical system, to the specific factual, legal, linguistic and security context of the Kurdistan Region of Iraq (KRI), and its implementation within a KRI-based justice partner. The successful candidate will be an English-Arabic speaking analyst with at least 3 years’ experience of analysis of international crimes, for the purpose of building criminal case files, including SGBV, in the KRI or the MENA region.
Main responsibilities and duties
The Analyst will work under the supervision of the CMN Director and alongside a small team of legal and technical experts, including the partner Focal Point.
- Research – identify legal and factual requirements for existing evidence taxonomies, consistent with Iraq and or international criminal law that will support the analysis of conflict-related sexual violence and its victims, including reparations;
- Development – support the customization and implementation of I-DOC to the specific factual, legal, linguistic and contextual environment of the KRI as well as harmonisation procedures for large structured data imports;
- Evidence registration and analysis – coordination support during evidence registration and analysis by data clerks and analysts including development or revision of Evidence Registration Plans, protocols or guidelines that regulate or maintain evidence entry standards as well as analysis;
- Training and mentoring – develop, support or conduct training programmes on documentation, analysis and evidence management and coordinate mentoring requests from partner analysts and data clerks ensuring prompt response to requests (led by Technical Adviser)
- Drafting – Revise and update user manual, evidence management and analytical protocols and guidelines, training materials, programme, based on user feedback as well as technical developments, support donor or project reports and other relevant materials;
- Coordination and cooperation – regular engagement with personnel from the partner institution, including its head, investigators, lawyers, analysts and IT personnel, alongside project partners and beneficiaries.

Qualifications & Preferred Skills
Qualifications, skills and experiences
- Advanced university degree in international humanitarian or criminal law; criminology; legal informatics; data science; computer programming, information management or other relevant field. An undergraduate degree in combination with 2 additional years relevant professional experience is accepted in lieu of an advanced university degree;
- A minimum of 3 years (5 with an undergraduate degree only) of professional experience in related subjects;
- Strong reasoning skills, including ability to understand complex scenarios of crime, to simultaneously handle conflicting information and datasets;
- EITHER/ OR:
- Strong understanding of data collection, information management, analysis methods and strategies including criminal and contextual analysis of conflict-related criminal investigations;
- Strong understanding of Iraqi legal and institutional systems, particularly in the KRI and with regard to transitional justice;
- Excellent Microsoft Office skills, particularly Excel; knowledge or familiarity with SQL, programming language or script (desirable);
- Languages: Arabic (C2) and English (C1) are essential: Kurdish is desirable.
