Overall job purposes
The appointment of the Security Assistant is essential to provide regular security-related updates to Tdh field office management and field staff including guards, drivers, and the security assistant responsibility is to ensure that minimum operating security standards and procedures are implemented in the field office. He/she will assist Field Coordinator/Base Manager in terms of liaison/communication with National Government Authorities and other stakeholders including NGOs. The Security Assistant should have analytical skills in security, humanitarian and development project trends.
The context of ongoing conflict presents inherent risks. A professional sense of security, confidentiality, and proper representation is essential.

Duties:
Security |
1.1 Act as Terre des hommes’ focal person for all access-related issues to the areas of intervention; 1.2 Build and maintain a contacts network for security and access monitoring; 1.3 Daily monitor the security situation in the areas of intervention and documentation and security updates to the Field Coordinator and Staff; 1.4 Brief visitors and incoming staff to Iraq / Talafar on the humanitarian and socio- political situation in the areas of intervention; 1.5 Recommend communication and visibility strategies in line with security requirements; 1.6 Support the Security Manager to conduct regular security and risk assessments to identify safety and security needs; 1.7 Proactively contact members of this information network to collect information on security in order to provide advice to the FC and Security Manager on day to day security issues; 1.6 Any other task as requested by the field coordination and/or Security manager. |
Networking and external communication |
2.1 Establish and maintain professional contacts with relevant authorities, depending on the context and the needs of the field office and mission; 2.2 Participate in meetings related to security issues; 2.3 By the request of Field Co/base manager arrange all necessary meetings related to administrative/program issues; 2.4 Keep a complete and update detailed list of all useful contacts in the field office/country/mission with names, telephones, addresses and other relevant details; 2.5 Liaise with NGOs and other external actors to share security information as appropriate; 2.6 Organize and participate in meetings with relevant authorities and local communities and maintain contact with relevant stakeholders in order to be permanently updated on the evolution of the situation; 2.6 Translate during meetings in Arabic and Turkman; 2.7 Translate documents related to communication and reporting; 2.8 Facilitation of check in and check out of expatriate staff and HQ visitors in Tal Afar, arranging their stay in Tal Afar, swift transfer to the field and arrangement of pick and drop them. |
Administration, Finance, and Logistics |
3.1 Ensure vehicle and staff movements are monitored according to procedures. Ensure availability, monitoring and tracking of necessary and functional safety and security equipment; 3.2 In coordination with logistics team Follow up on the movement of Tdh car fleet and ensure the safety and security of the staff; 3.3 Manage administrative and immigration procedures for the international employees at local level when needed and requested; |
Reporting and Monitoring |
4.1 Support the development and strengthening of monitoring procedures; 4.2 Support the Field Co and SM to collect monitoring data 4.3 Support the Field Co and SM for reporting on Report monthly, quarterly, half- yearly and annual progress on all project activities; 4.4 Participate in the monitoring of all project activities; 4.5 Write visit reports 4.6 Provide weekly report on current week’s activities and plans for coming week to the Security Manager. Monitoring. 4.7 Assist Security Manager and Field Co in following up the submit Tdh Security and activity reports to the related government departments (monthly, quarterly, semi-annual and annual). |
Humanitarian response programming and partnership |
5.1 Take lead and follow-up with any pending authorizations/permissions to conduct programme activities and ensure access to project sites when needed; 5.2 Support the mapping and assessment of potential partners in the areas of intervention; 5.3 Advise programme team on specific regulations implemented by the authorities that impact the design and implementation of activities; 5.4 Support the opening of the new bases 5.5 Prepare and participate to field assessments (at security and programmatic level) |

Qualifications & Preferred Skills
Competencies:
- Previous experience with Tdh Switzerland is highly preferable
- Candidates from the same local governorate are highly preferable.
- Strong interpersonal and communication skills with an ability to consistently work with a diverse range of stakeholders with tact and diplomacy;
- Ability to work under pressure and meet deadlines in a fluid and sometimes insecure environment;
- Previous experience from working in complex and volatile contexts
- Knowledge of Iraq in terms of its political, economic and social trends;
- Fluency in written and spoken Arabic & English
- Kurdish and Turkman is an added value.
