English required. Fluent in one of the following languages preferred:

Arabic, Burmese, Chuukese, Congolese, Farsi, Karen, Nepali, Russian,

Somali, Spanish, Swahili, Tongan or Vietnamese languages.

GENERAL POSITION SUMMARY:
This position works with our partners like Oregon Health Authority (OHA), Boost Oregon,

culturally specific CBOs, and local public health authorities to serve and support the immigrant

and refugee populations in the Metro region, specifically focused on providing information and

education on immunization related topics in culturally and linguistically appropriate formats.

The immunization outreach coordinator working on this project will establish a baseline

understanding of populations, data, and qualitative information that will propel future work

and activities aimed to address vaccine hesitance in the identified immigrant and refugee

population groups. As well as coordinate COVID-19 testing and vaccination events.

ESSENTIAL FUNCTIONS:

  • Coordinate community COVID-19 testing and vaccination events
  • Coordinate community outreach and community education regarding health equity and

COVID-19 response

  • Have knowledge and some experience with Oregon health systems, health-care

providers and knowledge and understanding of the CHW model

  • Work with partners to host and prepare culturally and linguistically specific

presentations on vaccinations. This could include building in additional health education

modules focused on vaccination or incorporating vaccination education into existing

health education trainings provided to target populations

  • Prepare and translate educational materials (through IRCO’s Language Bank) into

primary languages of pockets of need

  • Work with state and local public health authorities to explore existing data resources

both at the state and at IRCO for potential data sharing or for the development of other

data use projects or evaluations

  • Conduct needs assessment, pre-post surveys with community members with a trauma-

informed, empowerment-based lens

  • Maintain inter- and intra-agency relationships. Establish and maintain cooperative

external relationships with funders, volunteer agencies, the community and the public.

Participate in committees and groups as required to fulfill program goals and

deliverables

  • Be responsible for providing consistent communication to the supervisor to evaluate

project goals and outcome, ensuring that provided information, and reports clearly

describe progress

SECONDARY FUNCTIONS:

  • Familiar with health needs of the immigrant and refugee community and has a

commitment to advancing health equity in Oregon

  • Participate substantially in regular IRCO internal meetings of all IRCO general

management meeting, coordinators meeting, department meetings and others to

address issues of program development, program alignment and resource development

  • Attend staff meeting, partner meeting, internal and external committee meetings as

assigned

  • Other duties as assigned by supervisor and director

JOB SPECIFIC QUALIFICATIONS:

  • Is part of, has background, and/or experience in working with immigrant and refugee

communities and understanding the cultural values and beliefs of that community

  • Bachelor’s Degree or equivalent experience in Health education/teaching, early

learning, child development, social services, counseling or related field

  • Understanding of Community Health Worker Model, Popular Education, Trauma-

Informed Care

  • Experience working as a Community Health Worker and/or completion of a CHW

certification from a qualified training program that meets state, national, or

international standards

  • Experience working in a multi-cultural setting
  • Experience working in a community-based setting for at least 3 years, preferred
  • Strong oral and written presentation skills
  • Advanced computer skills in Microsoft Word, Excel, PowerPoint and other windows
  • Ability to initiate and maintain positive working relationships with IRCO staff and other

organizations

  • Strong communication skills, including listening well, and using language appropriately
  • Ability and willingness to provide emotional support, encouragement, and motivation to

project participants

KNOWLEDGE:
Education: Bachelor’s Degree (4)

Experience: 1-2 years of experience is required (3)

Licensure, Certification: CHW certification, preferred

Additional Language Required: Native speaker of a refugee/immigrant community

Computers: All positions at IRCO require use of a computer and experience working with

Microsoft Products including but not limited to Microsoft 365, Excel, Word, Outlook and

PowerPoint. In addition this position specifically requires: Experience utilizing virtual meeting

platforms and social media platforms.

Supervision:
Positions at this level are not responsible for any supervisory functions or responsibilities, but

may occasionally be asked to orient and/or train new employees or volunteers. (1)

WORKING CONDITIONS:Environment:
There is a moderately low level of personal risk encountered. Job conditions are occasionally

uncomfortable relative to noise, temperature, inside/outside work, or interactions with people

experiencing crisis (3)

Schedule:
The work schedule occasionally fluctuates based on organization or customer needs. This

fluctuation may occur with or without prior notice. (3)
