Assignment

Under the authority of the Project Manager, the Deputy Project Manager is responsible for supporting the implementation and follow up of the program activities under the supervision of the Project Manager. 

Chain of Command

  • Will interact with all other departments (Programs, Coordination, Programs, FLATS departments, AMEU, Food Security Technical Coordinator)

DUTIES & RESPONSABILITIES

Under the supervision of the Project Manager the Deputy project manager’s responsibilities include:

 

  1. Project planning and implementation follow-up

 

  1. In coordination with the PM, organize project kick-off and close-out meetings;
  2. In coordination with the PM, plan the various stages of project implementation and set direction by prioritizing and organizing activities and resources to achieve project objectives;
  3. In coordination with the logistic and finance departments he/she follows up on the activities defined by the PM with the Technical program officers;
  4. He/She evaluates and update the project needs;
  5. Identify and inform the Project Manager of any problems or constraints;
  6. Proposes solutions or improvements to the Project Manager to ensure the program activities are implemented with quality, according to the objectives and on time;
  7. Supports the Project Manager on the monitoring of the project progress and write relevant reports;
  8. Facilitates the communication between the PM and the different program focal point and between the different program departments;
  9. Organize regular meetings with the project team;
  10. Facilitates the communication between the PM and the local authorities and between the different program department and the local authorities;
  11. To prepare, check the quality and accuracy of all documents submitted by the field staff (beneficiary lists, reports, analysis, forms etc.);
  12. Ensure that the project is implemented in accordance with relevant ACTED technical guidelines and standards;
  13. Support the Project Manager in their work with AMEU;
  14. Support the Project Manager in their work with the Community Mobilization team;
  15. Is flexible on the working hours depending on the project demands

 

  1. FLATS management

       Finance

  1. Support the PM in the review of BFU, BOQs and provide accurate forecasts;
  2. In coordination with the PM, forecast the cash requests before submitting to AC

 

Logistics

  1. Contribute to the development of Procurement plans;
  2. Send accurate and precise Order Forms in a timely manner

 

Administration/HR

  1. Ensure that project staff understand and are able to perform their roles and responsibilities;
  2. Follow-up the work plans and day-to-day activities of the project staff;
  3. Supervise the project team in coordination with PM;
  4. Ensure a positive working environment and good team dynamics;
  5. Manage interpersonal conflicts in coordination with PM;
  6. Support the PM to ensure capacity building among staff in relevant sectors;

 

Transparency

  1. a) Ensure project records and documents (Flat files, beneficiary list, donation certificates, attendance sheets etc.) are adequately prepared, compiled and filed according to ACTED procedures;
    b) Ensure staff awareness of, and respect of, ACTED’s code of conduct and FLATS procedures

 

Security;

  1. Ensure that each member of the project team is aware of security issues, policies, SOPs and they follow them accordingly;
    b) In coordination with Senior Security Officer, conduct regular meetings to assess the security in the areas of intervention
  2. Under the guidance of the PM, ensure data protection and confidentiality of beneficiary lists and information

 

 

  1. Quality control
    1. Assess the activities undertaken and ensure efficient use of resources;
    2. Ensure lessons learned are documented, shared and reflected in project planning and decision making;
    3. Advise on, and assist with, project reviews conducted by AMEU;
    4. Ensure quality control, analysis of added-value and impact, identification and capitalization on best practices and lessons learnt and provide relevant feedback for new project development

 

  1. Reporting
    1. Supports the PM on the data analysis and ensure the follow up of the project indicators
    2. Supports the technical project officer on the reporting and ensure they respect the donors requirements
    3. Supports and formalize the capitalization process with each department
    4. Collect photos of program implementation (respecting internal photos policy) and ensure that donor visibility is respected;
    5. Participate to the elaboration of proposals;
    6. Support the PM in the review of monthly reports due to the donor
    7. Ensure quality control, organization of documents and filing system up to ACTED’s and donors’ standards

 

 

  1. External Relations
    1. Ensure that always, contact with beneficiaries is conducted in a sensitive and respectful manner;
    2. Ensure ACTED representation among local authorities;
    3. Cultivate good relations with key humanitarian actors through regular attendance at technical meetings and bilateral meetings;

Qualifications & Preferred Skills

The Deputy Project Manager is required to embody the following qualities and to maintain compliance with ACTED Rule and Policies at all times:

 

  1. Respect the confidentiality of all information and data received
  2. Restrict information sharing only to relevant internal staff and none to external sources;
  3. Respect and promote ACTED’s policies and report to PM line manager any non-respect of these policies amongst the teams or contractors

  10. Languages Required: Fluency in written and spoken Arabic and English (spoken Kurdish preferable)
  11. Minimum 1 year’ experience in the field of Livelihoods (Cash for Work, MSME grants, Vocational Training and job placement)
  12. 1 Year KRI Residency
