eConsult: Supporting of Deployment of E-Mobility in Two Turkish Municipalities

ASSIGNMENT DESCRIPTION

Consultancy services to support the World Bank in identifying potential urban mobility projects around the deployment of battery electric buses and / or electric feeder modes. The consultant will identify potential projects and provide the Bank with financing options to deploy / scale-up the use of e-vehicles in Turkish public transport systems with a view to tackling local particulate emissions and growing the demand for domestically produced e-vehicles.

The consultant will be a firm.

SUBMISSION REQUIREMENTS
The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Consultants may associate to enhance their qualifications.

NOTES
Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.

Only those firms which have been shortlisted will receive notification. No debrief will be provided to firms which have not been shortlisted.

Qualification Criteria

1. The company should be familiar with the challenges (political, technical and financial) around the deployment of eMobility technologies in an urban setting. Recent experience of working in Turkey, particularly with candidate cities, is preferred.

2. The company should have 10+ years of expertise in the field of urban transport planning.

3. Team leader

  • 10+ years of analytical work in the field of transport planning (to include experience of both mass transit and feeder services).

4. eMobility expert

  • Significant experience (5+ years) of designing and implementing eMobility strategy, policy and projects.

5. Private sector specialist

  • significant experience (5+ years) around the development / execution of private sector / PPP commercial.
