Chemonics International is seeking a Procurement Specialist for our U.S. Government Business Line Support Division. The Procurement Specialist supports the Procurement Department by carrying out commodity procurement and logistics activities, implementing department workplan activities, and supervising department staff. The specialist contributes to updating GQMS procurement materials, developing training programs for business unit (BU) and field staff, and supporting the professional development of their supervisee. The specialist enables BU teams and field offices to execute Chemonics’ commodity procurements in accordance with applicable USG regulations as well as Chemonics’ policies and practices. The specialist is an individual contributor who lends their technical expertise to projects, proposals, and other corporate needs. While certain job tasks may involve engagement with more senior department staff, the specialist is expected to be able to complete tasks with limited supervision, given developed technical expertise. Principal Duties and Responsibilities Required:

Carries out commodity procurements and related shipping logisitics, as requested by BU staff via the Purchase Requisition (PR) process, in accordance with applicable USG regulations as well as Chemonics’ policies and practices (including corporate Standards of Business Conduct). Generally responsible for handling more complex, high-value procurements requiring a broad understanding of issues, policies, and regulations
Reviews commodity specifications, prepares solicitation documents, evaluates proposals, selects suppliers, creates contractual documents (purchase orders, subcontracts, etc.), carries out inspections of deliveries, and arranges for shipping and related logistics
Monitors department compliance with U.S. export regulations, including the U.S. Department of State’s International Traffic in Arms Regulations (ITAR) and the U.S. Department of Commerce’s Export Administration Regulations (EAR)
Maintains the integrity and transparency of all department records and files; manages procurement databases and statistics, managing report development upon request
Responds to BU and field office requests for assistance, information, and interpretation on topics related to commodity procurement and export compliance, which often involve consideration of multiple issues, and occasionally require routine analysis of an issue. Promotes compliance with applicable USAID and USG regulations, as well as Chemonics’ policies and procedures
Participates in developing, reviewing and implementing procurement policies, standards, and tools.
Contributes to periodic updating of the Procurement Department’s GQMS materials to ensure effficient, compliant guidance documents, work instructions, and process maps are available to all staff
Facilitates training to BU and field office staff in a variety of procurement, subcontracting, and export compliance-related topics
Retains delegation of authority for purchase orders or subcontracts up to $250,000 with appropriate internal reviews and approvals. May manage procurements above $250,000, if required. Coordinates approval of higher value procurements with authorized parties within the Procurement Department or the Project Development and Support Division, with limited supervision
Supervises, develops, and evaluates assigned staff. Ensures that staff receives regular constructive performance feedback, prompt resolution of problems, and time and opportunity to grow professionally. May be asked to assist with general onboarding and training of peers and junior department staff
Manages re-compete process for satellite phone BPA, and generally responsible for processing department’s monthly satellite phone invoicing
Provides organizational, planning, and management support to the department
Undertakes assignments on projects or special initiatives, both billable and non-billable as required
Conducts short-term field assignments. Assignments may involve training field office staff on USAID and Chemonics procurement policies and regulations, conducting field-based procurements of commodities required by the project, and/or other tasks as required by the project. Assignments are routinely conducted independently
Continuously maintains, expands, and applies technical knowledge in USG contracting and other related technical interests by completing professional procurement trainings, non-procurement Chemonics trainings, and pursuing other opportunities as time allows
May occasionally serve as Acting Director, as delegated
Actively supports or participates in new business activities and proposal teams, when appropriate
Performs other duties and responsibilities as required
Qualifications:
Bachelor’s degree or equivalent work experience required
Minimum of three years of relevant work experience, including at least one year of experience with USAID commodity procurement
Course work and/or proven knowledge of USG and USAID procurement regulations required
Comprehensive understanding of project and contract management, as well as USG regulations and guidelines, necessary to provide strategic support and guidance
Demonstrated ability to communicate clearly, concisely, and pursuasively both orally and in writing, and deliver presentations, training, and facilitate meetings effectively
Flexibility, good judgment, and ability to work under pressure
Strong analytical skills and demonstrated ability to solve complex problems
Strong knowledge of Microsoft Office applications (e.g., Word, Excel). Dynamics 365 experience preferred
Language proficiency in French, Spanish, or Arabic preferred
Willingness to travel and work abroad a minimum of 4-8 weeks per year; experience living or conducting volunteer work in developing countries
Demonstrated leadership, versatility and integrity
Physical Requirements:
Regular attendance and availability during normal business hours are required
Ability to work in a normal office environment
Occasionally lift and/or move up to 25 pounds
Work Conditions:
Normal office environment; usually moderate noise level
Occasional exposure to environmental conditions include exposure to hot, cold, wet, humid, or windy conditions caused by the weather
Ability to travel and work abroad in less developed countries for at least 4 to 8 weeks a year
