Founded in 1979, Action Against Hunger delivers programmes, in over 40 countries while committed to respect humanitarian principles as a non-governmental, non-political, non-religious and, non-profit organisation. Our mission is to save lives through the prevention, detection, and treatment of malnutrition, especially during and after emergency situations and conflict. Action Against Hunger intervenes in four main areas: Nutrition, Mental Health & Care Practices; Water, Sanitation & Hygiene; Food Security and Livelihoods; Advocacy and Raising Awareness.

Objectives of the post

To support with field-level activities, including collecting observations-based historical and monthly data for the previous 20 years from relevant directorates (DoWR, DoW, DoA, etc.), coordinating with partners on ground to source primary data and following up with the technical consultant (i.e. university of Mosul).

Mission 1: Data Collection, and consolidation. 

The WASH Mobilizer is responsible for:

  • Liaise with the directorate/ministry of water, the directorate/ministry of water resources, the national Centre for Water Resources in Baghdad, the national Institute for Underground Water in Bagdad, the Directorate/ ministry of Agriculture to collect observations-based historical and current monthly data for the past 20 Years (monthly temperatures, rainfall, evaporation, monthly local and upstream-generated runoff and discharge for the surface water, Average monthly ground water level in meters, monthly water consumption for domestic use, monthly water consumption for irrigation use, and Soil typology data).
  • Prepare, collect, and submit the required official letters in Both Arabic and English to/between different directorate, ministries, and institutes as needed.
  • Collect the historical and current monthly data for the past 20 Years from open sources (i.e. the International Water Management Institute’s (IMWI), Climate Atlas, World Soil Information database, etc.).
  • Clean, index, Compare, and consolidate all the collected data into the formulas as agreed with the technical consultant (University of Mosul)
  • Participate in evaluation/assessment missions.

Mission 2: coordinating and following up with all stakeholders

The WASH Mobilizer is responsible for:

  • Explain the activities and the objectives of the programs to all stakeholders including but not limited to; ACF internal staff, the community, Water Scarcity task force (WSTF), WASH cluster partners, local authorities, and the technical consultant (i.e. university of Mosul).
  • Coordinating, following up, and monitoring the progress of developing the water scarcity prediction tool with all stakeholders including but not limited to; ACF internal staff, the community, Water Scarcity task force (WSTF), WASH cluster, local authorities, and the technical consultant (i.e. university of Mosul).
  • Represent ACF in the technical discussion with all stakeholders (including i.e. university of Mosul) for designing, testing, piloting and presenting the water scarcity prediction tool.
  • Respect ACF charter;
  • Update the Hierarchical and Functional managers, and other ACF internal staff about the progress of the project and limits/challenges of the work;
  • Provide inputs for projects reporting;

Mission 3: Ensure High quality project implementation:

The WASH Mobilizer is responsible for:

  • Ensure the quality of implementation according to (national and ACF) standards;
  • In Coordination with ACF MEAL department, ensure the proper usage of work monitoring tools during the implementations;
  • Monitor all the project activities.
  • Ensure the advancement of the work according to the planned schedule and ensure the respect of the deadlines;
  • Ensure the proper use of Personal Protection Equipment.

Qualifications & Preferred Skills

Qualification/level of study:

 

B.s Degree in civil engineering or equivalent;  Hydrogeology and Hydrology specialist is highly preferred

 

Skills required:

–        Working experience in NGO particularly WASH ( at least 2 year)

–        Mobilization and coordination experience with government directorates is highly preferred.

–        Previous experience/knowledge in analysing Hydrogeology and Hydrology data is highly preferred.

–        Good organisational ability

–        Good knowledge of the intervention area

–        Flexibility

–        Fluent in Arabic (both written and spoken)

–        English language would be an asset
