The Programme Specialist (HACT) L3 reports to the Operations Specialist, MENARO Gaziantep Outpost. The Programme Specialist (HACT) L3 is responsible for providing technical and administrative support to ensure quality, effective and efficient management of implementing partnerships in line with respective operational policies, procedures and mainstreaming of risk-based implementing partnership management in the office. The Programme Specialist (HACT) L3 oversees preparing, managing and/or executing a variety of technical and administrative tasks to facilitate the effective implementation of HACT in line with the UNICEF HACT Policy and UNICEF HACT Procedure.

 

KEY ACCOUNTABILITIES and DUTIES & TASKS 

  1. Support to the HACT planning during the programming process 
  • Participate in HACT planning and discussions and support the development and completion of HACT plans, provide technical and operational support throughout the process, prepare wide micro assessment and assurance plans, prepare information on shared implementing partners to facilitate joint planning and execution of micro assessments and audits in line with the UNICEF HACT Procedure.
  1. Support to implementation of assurance activities 
  • Serve as reference person on HACT implementation in the office. Facilitate the execution of HACT activities undertaken by external service providers. Conduct and/or coordinate spot checks of implementing partners in collaboration with programme staff. Support the preparation of HACT implementation status report in InSight and contribute to development and monitoring of implementation of Office HACT related SOPs and internal procedures.
  1. Analysis, monitoring and reporting 
  • Analyze and monitor cash transfers at the office level. using appropriate corporate tools and systems including InSight and e-Tools, report on status of implementation of HACT and identify high risk areas requiring special attention and/or support from the regional office. monitor internal office processes for formalizing implementing partnerships with CSOs to ensure that corporate timelines are adhered to, especially in humanitarian responses. review assessments and programme assurance reports. 
  1. Networking and inter-agency partnership 
  • Provide technical information and operational support to implementing partners, build and sustain effective close working partnerships with government counterparts and national stakeholders, participate in appropriate inter-agency meetings/events, interact regularly with other country offices and the Regional Office on HACT.
  1. Innovation, knowledge management and capacity building
  • Serve as the custodian of all implementing partnership documentation, design and implement capacity building strategy/initiatives for office staff, design and implement capacity building initiatives for staff of implementing partners. Identify, synthesize and share lessons learned from HACT and its implementation for integration into broader knowledge development planning and management efforts, identify, synthesize and share lessons learned and best practice in the implementation of HACT, contribute to design and implementation of capacity development strategy/initiatives for implementing partners.

 

To qualify as an advocate for every child you will have…

  • An advanced University Degree in Development Studies, International Development, Programme/Project Management, Business Administration, Financial Management, Economics, and Auditing or other relevant field is required.
  • A minimum of 3 years of professional experience in programme/project development and management or financial planning, management and oversight or related field at the international and/or in a developing country is required. Relevant experience in program/project financial monitoring and evaluation in a UN system agency or organization is considered as an asset.
  • Fluency in English is required. Knowledge of another official UN language is an asset.
