Job Purpose

 

The MEAL Coordinator will, in coordination with the program teams, responsible for supporting monitoring, evaluation, accountability and learning development and implementation across REACH programs in Iraq. spend around 35% of his/her time in the field. The MEAL Coordinator will work together with program staff to ensure that REACH’s work is meeting the Quality Standards and will ensure recording and effective learning of best practices.

 

 

Duties and Responsibilities

 

·  Provide guidance, recommendations, supervision, and leadership to ensure that the MEAL systems meet the needs of all REACH programs in Iraq.

·  Ensure programs use the necessary MEAL systems and tools, to inform and improve each individual program.

·  Monitor all project activities and progress towards achieving the project output.

·  Conduct regular visits to projects in Sulaymaniyah, Erbil, Kirkuk, Kalar, Mosul and Duhok.

·  Support in proposal development and writing.

·  Able to manage a diverse team over a wide area

·  Work with operational teams on development and follow up of specific MEAL tools.

·  Coordinate with partner organizations the different processes of data collection including surveys, focus group discussions, and informant interviews.

·  Ensure that a complaint response mechanism is established, accessible to all stakeholders, allows the registration and login of complaints in a formal database, and the addressing of complaints and response to complainants.

·  Ensure that a referral mechanism is maintained, based on a thorough mapping of services, functional, used and successful in allowing beneficiaries to access services.

·  Analyze quantitative and qualitative data and draft reports presenting the results.

·  Prepare monitoring and evaluation reports as requested by Line Manager.

·  Writes minutes of her/his work meetings.

·  Internally report on activities as requested by Line Manager.

·  Recommend further improvement of logical framework.

·  Develop monitoring and impact indicator for the project success. 

·  Monitor and evaluate overall progress on achievement of results.

·  Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks

·  Provide inputs, information, and statistics for quarterly, annual and other reports to donors and the management team.

·      Support program teams in creating or adapting tools for: indicators monitoring, impact monitoring survey or risk analysis.

·      Participate in annual project reviews and planning workshops and assist Project Managers in preparing relevant reports; 

·      Perform other duties as required.

 

Person Specification

 

  • Language: Fluent English.   Kurdish and/or Arabic.
  • Education degree: Bachelor Degree
  • Field of education: University degree in social sciences, Humanitarian Affairs, project management or international development; Demonstrated experience in setting up monitoring and evaluation plans/systems within an NGOs, UN or any relevant studies is an advantage.
  • Experience required: At least 2 to 3 years working with NGOs, government or UN agencies in designing, planning, implementation monitoring and evaluation of development and/or emergency programs.
  • Skill in emergency, development, reports and proposal writing.
  • Understanding of relief, rehabilitation and development and gender issues.
  • Competency in the use of Word processor, Spreadsheets and PowerPoint.
  • Understanding and ability to work in unstable and multi-cultural environment (cultural sensitivity).
  • Self-starting capacity to initiate tasks with little training or guidance. 
  • Able to work with often challenging deadlines and under pressure and priorities effectively.
  • Able to communicate clearly in writing and orally.
  • Able to develop good working relationships with people both inside and outside of REACH.
  • Skills in reports and grant proposal writing and donor funding.
  • Able to represent REACH in a competent and culturally sensitive manner.
  • Ability to strategize on project monitoring and evaluation system development in a team atmosphere.
